Job summary

Leap29 is seeking an experienced Technical Project Manager to lead technology initiatives, including software development, Python and AI, in a complex public service environment.

Technical Project Manager | Python, AI & Digital Transformation Location: London

About the Role

We are seeking an experienced Technical Project Manager to lead the delivery of technology initiatives involving software engineering, Python development and artificial intelligence. Operating within a complex public service environment, you will be responsible for coordinating multidisciplinary technical teams, managing delivery plans and ensuring projects move successfully from initial requirements through to implementation. This role is suited to someone who understands the technical landscape behind modern software and AI solutions and can bring structure, clarity and momentum to complex delivery environments. You will work closely with software developers, AI specialists, data teams, product stakeholders and senior decision-makers to ensure technology initiatives are delivered effectively, with clear ownership of timelines, dependencies, risks and outcomes. You will combine strong project management discipline with enough technical understanding to engage confidently with engineering teams, challenge assumptions and identify potential delivery issues before they become problems.

Key Responsibilities

• Lead the end-to-end delivery of technical projects involving software development, Python-based applications, AI and data-driven solutions.
• Develop and maintain project plans, delivery milestones, resource requirements, budgets, dependencies and risk registers.
• Coordinate software engineers, AI specialists, data professionals, architects and external technology partners.
• Work closely with Technical Product Owners to translate product roadmaps and requirements into structured delivery plans.
• Monitor project progress, identify delivery risks and implement mitigation plans to keep initiatives on track.
• Facilitate project meetings, technical workshops, planning sessions and stakeholder updates.
• Manage dependencies across engineering teams, existing systems, APIs, data pipelines and third-party services.
• Ensure project scope, priorities and deliverables remain aligned with business objectives and agreed outcomes.
• Communicate project status, risks, issues and decisions clearly to technical teams, business stakeholders and senior leadership.
• Support the delivery of AI-enabled solutions, helping teams navigate technical dependencies, integration challenges and implementation requirements.
• Oversee testing, release planning, deployment coordination and transition into live operational environments.
• Ensure appropriate governance, documentation, security, data protection and quality standards are incorporated throughout delivery.
• Manage changing requirements and competing priorities while maintaining delivery focus and stakeholder confidence.
• Drive continuous improvement across delivery processes, ways of working and project governance.

Essential Skills and Experience

• Proven experience as a Technical Project Manager, IT Project Manager or Software Delivery Manager within a technology-led environment.
• Experience managing complex software development or digital transformation projects from initiation through to delivery.
• Strong understanding of software engineering lifecycles and modern development practices.
• Technical awareness of Python-based applications and the challenges involved in delivering software engineering projects.
• Understanding of AI, machine learning or generative AI, with the ability to coordinate projects involving these technologies.
• Experience managing project plans, milestones, dependencies, risks, issues and delivery resources.
• Strong stakeholder management skills, including experience working with technical teams and senior business stakeholders.
• Experience working within Agile delivery environments, including Scrum, Kanban or hybrid methodologies.
• Ability to identify blockers, manage competing priorities and drive accountability across multidisciplinary teams.
• Excellent communication, organisation and problem-solving skills.
• Confidence discussing technical requirements, APIs, system integrations, cloud environments and data flows with engineering teams.
• Relevant project management qualifications such as PRINCE2, PMP, APM or Agile certifications.

Desirable Experience

• Experience delivering AI-enabled products, generative AI solutions, intelligent automation or machine learning initiatives.
• Previous experience in public services, healthcare, regulated industries or large, complex organisations.
• Familiarity with cloud platforms, DevOps practices, CI/CD pipelines and modern software delivery tooling.
• Experience coordinating projects involving data platforms, application integrations or legacy system modernisation.
• Understanding of information security, data governance, privacy and responsible AI considerations.
• Experience managing third-party suppliers, technical consultancies or external delivery partners.
• Relevant project management qualifications such as PRINCE2, PMP, APM or Agile certifications.
