Job Overview

We are looking for an enthusiastic and motivated Technical Programme Manager to join the LCST Team on a 14 month fixed term contract. Have you worked alongside or integrated with an Information Services (IS) department to matrix manage the delivery of change and projects? Have you experience of stakeholder management to execute the successful integration of projects into departments and business? Fancy bringing tried and tested or fresh ideas for how project execution can be done differently and successfully?..then the LCST Technical Programme Manager is the role is perfect for you!! The P3M cadre provides governance of projects on behalf of the LCST IS department which is the backbone of a £6Bn programme ensuring the continued running and delivery of critical services to Defence and Front-Line Commands (FLCs). The department continues to grow ensuring that it evolves and matures to deliver to the changing needs and demands of our Defence partners. Project delivery and change management are fundamental to the success of the IS team and an ever-growing scope of internal change requests and upgrades need to be successfully scoped, managed, resourced and prioritised against our contractual obligations and customer demands for growth. The Technical Programme Manager will be an integral figure in the shaping, maturing & execution of new ways of working to ensure that LCST P3M continue to execute change whilst maintaining the operational output of current IS systems. You will work alongside senior IS Heads of function negotiating and agreeing change and technical uplift which will then be integrated and embedded within the organisation.

Responsibilities
  • Lead the delivery of IS delivery, ensuring projects deliver the promised outcomes for our customers and contribute to overarching transformation goals
  • Develop and maintain strong relationships with key stakeholders, including customers, senior leadership, and third-party suppliers
  • Establish control and visibility of project schedules, maintained within the Integrated Master Schedule and ensuring timely delivery of milestones
  • Proactively manage risks, implementing suitable mitigation plans, and reporting/escalating issues as needed
  • Ensure financial performance and adherence to programme budgets, with regular reviews of project actuals and Estimates at Completion (EAC) to inform forecasting and decision-making
  • Assure the content and quality of project documentation, including Basis of Estimates, RAID logs, PIDs, and strategic roadmaps, ensuring alignment with governance requirements
  • Ensure that projects, proposals, and initiatives are compliant with corporate, regulatory, security, and contractual policies and obligations
  • Drive a culture of continuous improvement, identifying opportunities to innovate and improve delivery across the SPI programme
  • Coordinate internal resources and partners for the flawless execution of projects within the Programme
  • Ensure that all projects are delivered on‑time, within scope and within budget
  • Demonstrable experience in Programme Management, with a focus on strategic initiatives and managing cross‑functional, high‑impact projects
  • Proven ability to build and maintain relationships at all levels, particularly in the delivery of business critical or transformative projects with an IS environment
  • Experience managing the full programme lifecycle, including proposal development, mobilisation, delivery, service transition/support, and closeout
  • Adept in schedule, risk, and financial management, with a strong focus on strategic alignment and delivery
  • Continuous Improvement mindset and ability to foster a culture of innovation and excellence
  • Ability to work collaboratively with Sub‑Contractors and lead them to deliver for the customer
Desired Skills
  • Recognised Project Management qualification (APM PMQ/PPQ/ChPP preferred, MSP or similar)
  • Advanced knowledge of operating in a public sector/central government environment
  • Experience in leading large‑scale transformation or strategic initiatives
  • Able to demonstrate experience (minimum 5 years) in Programme Management
  • ITIL Service Management Qualifications
  • Strong foundation in Information Systems and leading Technology Change
About the Programme

The Logistics Commodities & Services Transformation (LCST) Programme for the UK Ministry of Defence is a critical effort to enhance and improve the UK's defence supply chain. The programme provides essential services such as storage and distribution for the MOD's materiel, including a global freight service and the procurement and inventory management of 70,000 commodity NATO Stock Number (NSNs).
