Job summary

Dorset Council is recruiting a Technical Officer to join the Highways Construction Delivery Team. The post holder will assist in managing operatives and subcontractors to ensure professional, efficient and cost-effective completion of the Capital and Revenue Maintenance Programme, and all other construction works.

This role requires regular travel across the county; a vehicle will be provided for this duty. A strong ICT skillset and the ability to work in a busy team are essential.

Qualifications

  • Knowledge of construction or civil engineering.
  • Strong ICT skills and experience with software.
  • Able to work in a busy team and meet deadlines.
  • Awareness of Health and Safety at Work Act 1974 and CDM Regulations 2015.
  • Self-motivated and capable of motivating others.
  • Capable of managing projects to ensure cost-effectiveness.
  • Demonstrates ability to work with operatives and subcontractors.
  • HNC or equivalent construction qualification.
  • CSCS card holder.

Responsibilities

  • Assist in management and supervision of execution of revenue and major construction work.
  • Assist in creating construction documentation: plans, risk assessments, method statements, programmes, BOQ, estimates, safety info.
  • Ensure works are completed safely and comply with legal requirements.
  • Adapt to changing problems and circumstances while maintaining safety and quality.
  • Assist in meeting Environmental and Quality Management System requirements.
  • Help manage projects to stay within budgets and schedules.
  • Ensure works comply with contractual and legislative standards.
  • Report near misses and accidents promptly.
  • Maintain safe systems of work to protect site personnel and the public.
  • Perform other duties commensurate with the grade.

Job description

Dorset Council is looking to recruit a Technical Officer to join the Highways Construction Delivery Team.

The post holder will assist in the management of operatives and subcontractors to ensure the professional, efficient and cost-effective completion of the Capital and Revenue Maintenance Programme, and all other construction related works.

This role will involve the requirement to travel on a regular basis, and a vehicle will be provided to undertake this duty.

Key Responsibilities
  • To assist in the management and supervision in the execution of revenue maintenance, structural maintenance and major construction work throughout the County.
  • Assist in the creation and development of construction documentation including but not limited to; construction phase plans, risk assessments, method statements, works programmes, bill of quantities, works estimates and further relevant health and safety information.
  • To ensure that all works are completed safely and obligations under the Health and Safety at Work Act 1974 are met.
  • To operate in a fast-changing environment and therefore subject to some changing problems and circumstances, needing to be able to problem solve quickly, safely and efficiently as dictated by the relevant areas of responsibility.
  • Carry out duties in accordance with Environmental and Quality Management Systems.
  • To assist in the management of projects to ensure they are carried out in a cost-effective manner and that the available budgets are effectively managed.
  • To ensure that all works are carried out in accordance with contractual and legislative requirements and meet the standards of quality required within the specification where applicable.
  • Ensure that near misses and accidents are reported in a timely manner.
  • Ensure safe systems of work are used to keep all site personnel and members of the public safe from harm.
  • Any other duties as required commensurate to the grading of this post.
Essential
  • Full driving licence
  • Able to demonstrate knowledge and experience of construction, or civil engineering
  • Experience of working to deadlines and targets.
  • An understanding of role of Principal Contractor (Construction, Design and Management Regulations 2015).
  • To be able to demonstrate strong ICT skills.
  • To be able to work as part of a busy team.
  • To be assertive and diplomatic.
  • Self-motivating and a good motivator of the labour force.
  • HNC in Civil Engineering or an equivalent construction qualification
  • CSCS Card.
Desirable
  • Knowledge of asset management systems such as Symology
  • Member of a professional institution such as ICE, IHE or CHIT
