Dorset Council is looking to recruit a Technical Officer to join the Highways Construction Delivery Team.
The post holder will assist in the management of operatives and subcontractors to ensure the professional, efficient and cost-effective completion of the Capital and Revenue Maintenance Programme, and all other construction related works.
This role will involve the requirement to travel on a regular basis, and a vehicle will be provided to undertake this duty.
Key Responsibilities
- To assist in the management and supervision in the execution of revenue maintenance, structural maintenance and major construction work throughout the County.
- Assist in the creation and development of construction documentation including but not limited to; construction phase plans, risk assessments, method statements, works programmes, bill of quantities, works estimates and further relevant health and safety information.
- To ensure that all works are completed safely and obligations under the Health and Safety at Work Act 1974 are met.
- To operate in a fast-changing environment and therefore subject to some changing problems and circumstances, needing to be able to problem solve quickly, safely and efficiently as dictated by the relevant areas of responsibility.
- Carry out duties in accordance with Environmental and Quality Management Systems.
- To assist in the management of projects to ensure they are carried out in a cost-effective manner and that the available budgets are effectively managed.
- To ensure that all works are carried out in accordance with contractual and legislative requirements and meet the standards of quality required within the specification where applicable.
- Ensure that near misses and accidents are reported in a timely manner.
- Ensure safe systems of work are used to keep all site personnel and members of the public safe from harm.
- Any other duties as required commensurate to the grading of this post.
Essential
- Full driving licence
- Able to demonstrate knowledge and experience of construction, or civil engineering
- Experience of working to deadlines and targets.
- An understanding of role of Principal Contractor (Construction, Design and Management Regulations 2015).
- To be able to demonstrate strong ICT skills.
- To be able to work as part of a busy team.
- To be assertive and diplomatic.
- Self-motivating and a good motivator of the labour force.
- HNC in Civil Engineering or an equivalent construction qualification
- CSCS Card.
Desirable
- Knowledge of asset management systems such as Symology
- Member of a professional institution such as ICE, IHE or CHIT
