Job summary

Kirklees Metropolitan Council is recruiting for a Technical Officer – Building Safety to join the Building and Safety Team. You will ensure statutory, regulatory and best practice requirements are met for high rise building safety and compliance with the Building Safety Act and related legislation.

You will work with compliance and other teams to deliver Building Safety management data, reports and continuous service improvement, while engaging residents and stakeholders and guiding contractor

Qualifications

• Knowledge of preparing comprehensive Building Safety work specifications and designs.
• Extensive knowledge of Building Safety Act 2022 and related fire safety acts.
• Experience managing internal and external contractors for safety projects.
• Knowledge of Health & Safety at an operational level and CDM requirements.

Responsibilities

• Develop and complete the Building Safety Case.
• Develop and complete the Golden Thread and resident engagement strategy.
• Produce accurate performance reports for managers and boards.

Job description

At Kirklees Council Homes & Neighbourhoods, keeping our residents safe and meeting our Building Safety obligations is our top priority. To ensure continued delivery of our statuary duties and ensuring safety we have an exciting opportunity for a Technical Officer – Building Safety to join the Building and Safety Team and deliver against our Building Safety requirements in relation to high rise building management.

As Technical Officer (Building Safety) you will play a pivotal role in ensuring statutory, regulatory and best practice requirements are met for all areas of structural, fire and building safety within our high rise buildings. Working alongside colleagues within compliance, you will manage the Building Safety Management specialist function, ensuring that the Council is fully compliant with the Building Safety Act and up to date with the required legislation and adhering to best practise.

You will ensure building safety is inspected, managed, and maintained in accordance with the Building Safety Act and any other appropriate fire & structural safety legislation. You will work with colleagues across the organisation and with partners as a change agent to ensure positive outcomes for customers.

The successful candidate will have:

• Knowledge of preparing comprehensive Building Safety work specifications, work designs, and supporting colleagues with minor/ major projects to a high standard.
• Extensive knowledge of The Building Safety Act 2022
• Extensive knowledge of The Fire Safety Reform 2005.
• Extensive knowledge of The Fire safety Act 2021.
• Extensive experience of managing internal and external contractors
• Experience of and knowledge of all building safety and compliance areas
• Knowledge of Health & Safety at an operational level
• Knowledge of the Building Regulations, Disabled Access, building safety,CDM and Health & Safety Legislation

As part of this role you will:

• Develop and complete the Building Safety Case
• Develop and complete the Golden Thread
• Develop and complete the resident engagement strategy
• Deliver the resident engagement strategy
• Produce accurate and timely performance reports for managers, senior leadership teams, boards, elected members and regulatory purposes.
• Lead on complaints, take on customer feedback and service performance information, identifying recurring themes, emerging risks and opportunities for improvement.
• Develop performance measures, key performance indicators and benchmarking information to support service planning and continuous improvement.
• Work with operational teams to ensure the delivery, integrity and consistency of Building Safety management data and reports.
• Identify and investigate performance issues and provide recommendations to support corrective action and service improvement.
• Support compliance, repairs, planned investment, stock condition, building safety, energy and other asset management functions.
• Monitor performance against corporate objectives, regulatory requirements and service targets, highlighting exceptions and emerging concerns.
• Manage the collection, validation and presentation of performance information for Building Safety to ensure reporting is accurate, reliable and auditable.
• Work collaboratively with all teams within Kirklees Council
• Promote a culture of evidence-based decision-making, continuous improvement and data-driven service delivery across Homes & Neighbourhoods.
• Promote a culture of safe working within the built environment
