Job summary

United Utilities is seeking a Technical Liaison Officer in Warrington to provide engineering support to Developer Services and Metering, driving data quality and process improvements to meet regulatory targets.

You will work across teams to deliver projects safely, ensure high customer satisfaction, and support decision-making with robust data and analysis. A strong streetworks and regulatory background is essential.

Qualifications

  • HNC level qualification or equivalent significant business experience.
  • Full UK Driving Licence.
  • Experience with Streetworks practice and legislation is essential.

Responsibilities

  • Provide technical advice to contractor teams and sign off scope changes as appropriate.
  • Support Metering Delivery teams for meter exchanges and installs; drive OPS performance.
  • Address legacy issues with a solutioneering approach and assist with escalated complaints.
  • Monitor contractor workbank reports; flag items needing technical input or client delays.
  • Collaborate with partners to ratify remedial action plans addressing under-performance.
  • Build links with Network on issues such as leakage and high measured bills.

We have an opportunity for a Technical Liaison Officer to join us. In this role you will provide technical and engineering support to Developer Services and Metering to deliver projects to achieve company regulatory targets through the AMP and provide high quality data and analysis which support and drive process improvements, decision-making and achievement of performance targets within Developer Services and Metering operations.

Supporting the resolution of complex metering issues across the wider business Monitor performance whilst highlighting areas of concerns and work closely with Developer Services and Metering colleagues, Network Delivery, Contractor Partners and Customer Service to ensure that projects are delivered in a manner that promotes; World class Health and Safety performance, highest standards of customer satisfaction, ensure quality and compliant outputs, efficient project delivery.

What You'll Be Doing
  • Provide technical advice to Contractor agent and teams and sign off any agreed changes to scope of works as appropriate
  • Support the Metering Delivery teams for meter exchanges, installs and drive improvement to enhance OPS performance and CMex
  • Solutioneering approach to long standing legacy issues Assist in escalated customer complaints/issues on a face to face basis
  • Monitor contractor workbank reports focusing on jobs awaiting technical input and/or client delay
  • Work alongside Contract Partners to build and ratify remedial action plans to ensure areas of Contract Partner under-performance or concerns are addressed
  • Building links and partnerships with Network on issues such as leakage/High measured bills/Zero Cons Reactive maintenance/Priority work
What You'll Bring
  • Technically competent and high degree of expertise in Streetworks practice and legislation
  • Knowledge and experience of contractual procedures and understanding of Developer Services and Metering policies
  • Knowledge and understanding of Water Distribution, Network Operations, Regulatory Control and Metering
  • Experienced in working comfortably in a matrix environment
  • Highly experienced in working with contractors / service providers to deliver performance
  • Ability to communicate successfully at all levels – internally and externally to United Utilities
Qualifications
  • HNC level qualification in relevant technical discipline or equivalent significant business experience
  • Full UK Driving Licence
