Job summary

W3Global in Reading, UK is recruiting a Technical Delivery Manager (OSS) to lead end-to-end delivery of OSS and Network projects. You will coordinate design, implementation and operational acceptance, ensuring on-time delivery within budget and quality expectations.

The role requires strong PM experience, stakeholder communication, risk management and budget governance, with emphasis on telecom OSS and security controls. Vodafone background is a plus; certifications like PRINCE2/PMP are valued.

Qualifications

• Strong delivery and system integration experience in Telecom OSS.
• Proven PM experience with MS Project (MPP), Pega, Jira, Azure DevOps.
• Experience delivering large-scale technology transformation projects using Agile and Waterfall methodologies.
• Strong stakeholder management and communication across business and technical teams.
• Proven experience managing risks, issues, assumptions, dependencies and mitigation plans.
• Experience managing network change control and release management activities.
• Experience working with Cyber Security teams, architects and control functions to ensure delivery compliance and security assurance.
• Experience managing project financials, budget forecasts, actuals tracking and cost governance.
• Strong vendor and supplier management capability.
• Vodafone experience highly preferred.
• Strong Telecom and OSS domain expertise is a key differentiator.
• PRINCE2, PMP, Agile/Scrum certifications preferred.

Responsibilities

• Manage multiple OSS and Network delivery projects end-to-end.
• Own delivery from design through implementation and operational acceptance.
• Ensure delivery is on time, within budget and meets quality expectations.
• Manage scope, dependencies, risks, issues and change requests.
• Drive governance, steering committees and stakeholder reporting.
• Coordinate with Business Sponsors, Architects, SMEs, Engineering and Operations teams.
• Own project budget management, cost tracking, forecasting and financial governance activities.
• Lead engagement with Cyber Security teams to ensure all project deliverables meet security and compliance requirements.
• Support Connectivity and Network implementation activities, including: Preparation and management of communication matrices (Comms Matrix); Coordination of implementation, rollout and deployment activities; Stakeholder communications before, during and after implementation windows; Go-live readiness and implementation governance.
• Support release planning, deployment and live implementation activities.
• Drive continuous improvement and best practices across delivery processes.

Key Skills & Experience
