Job description

Technical Delivery Manager

A Technical Delivery Manager is required to coordinate the delivery of a complex digital engineering programme. This contract would suit someone who combines strong Agile leadership with a practical approach to organising technical workloads, supporting engineers and maintaining a consistent pace of delivery.

The Role

You will work across software engineering teams to turn programme priorities into structured, achievable packages of work. The position involves close collaboration with developers and technical leads, ensuring upcoming activity is understood, appropriately sized and ready to enter development.

You will also provide programme leadership with an accurate view of progress, delivery confidence and any issues requiring intervention. Priorities may change as the technical solution develops, so you must be comfortable managing uncertainty and adjusting delivery plans without losing control of agreed outcomes.

Key Responsibilities
  • Coordinate short-term engineering activity and ensure development teams have a clear, prioritised pipeline of work.
  • Chair team sessions covering delivery commitments, work preparation, progress reviews and lessons learned.
  • Convert technical requirements and discussions into actionable tasks with measurable completion conditions.
  • Identify obstacles and inter-team dependencies, agreeing clear actions and owners to keep delivery moving.
  • Monitor delivery performance, upcoming milestones and available team capacity, escalating concerns where appropriate.
  • Provide concise reporting to programme leadership on progress, delivery forecasts, changing priorities and key risks.
Essential Experience
  • Previous experience leading delivery within multidisciplinary software engineering teams.
  • A strong working knowledge of iterative delivery methods, including Scrum and broader Agile practices.
  • Extensive use of Jira to organise engineering workloads, maintain roadmaps and monitor delivery performance.
  • Ability to work with technical specialists to break down requirements, assess complexity and agree achievable commitments.
  • Experience preparing and improving development backlogs so teams can begin work with minimal ambiguity.
  • Good understanding of delivery measures, forecasting, team capacity and milestone tracking.
  • Strong facilitation skills with the confidence to challenge, resolve issues and maintain accountability.
  • Experience coordinating activity and dependencies across several technical teams or workstreams.
Desirable
  • Delivery experience within a major digital transformation or technology programme.
  • Previous involvement in defence, national security or another regulated environment.
  • Familiarity with Confluence or comparable documentation platforms.
  • Experience working on programmes where the solution and requirements are developed progressively.
