Job description

Do you challenge the status quo? Are you excited by using emerging technologies to redesign how services are delivered and improve the lives of our residents?

At Newcastle-under-Lyme Borough Council, we’re not simply looking to digitise existing processes. We’re rethinking how we deliver services and exploring how technology can transform the way residents interact with us.

We’re looking for a highly motivated Technical Change Analyst to join our Change Team and help shape the future of council services. This is an exciting opportunity for someone who enjoys solving problems creatively, challenging traditional approaches and turning innovative ideas into practical solutions.

You’ll work on a wide range of transformational initiatives, helping to design and implement modern technologies including customer relationship management (CRM) platforms, customer self-service portals, artificial intelligence (AI), automation, integration platforms and cloud-based services. From improving customer experiences and reducing administrative burden to exploring how emerging technologies can reshape service delivery, you’ll play a key role in driving change across the organisation.

We’re particularly interested in people who think differently, are curious about new technology and are willing to explore innovative approaches to long-standing challenges.

Local government is evolving rapidly, and we are looking for someone who can identify opportunities, challenge assumptions and help us deliver services in smarter, more efficient and more customer-focused ways.

Requirements

You will bring a strong technical background and be able to bridge the gap between business needs and technology delivery.

Experience in software development, systems integration, cloud technologies, databases and modern application architectures is essential.

Knowledge of AI technologies, automation platforms, low-code development tools and emerging digital trends would be highly advantageous.

Experience in some or all of the following areas would be beneficial:

  • Designing and delivering complex enterprise applications, platforms and digital services from concept through to implementation and support
  • Solution architecture, including translating business requirements into scalable, secure and maintainable technical designs
  • Integration architecture, API design, data exchange and connecting multiple business systems across organisational boundaries
  • Microsoft Azure cloud services, including App Services, Functions, API Management, identity management and related platform services
  • Application and infrastructure security, including secure-by-design principles, authentication, authorisation, data protection and cyber security best practice
  • SQL database architecture, data modelling, performance optimisation and large-scale data management
  • Designing, developing and delivering customer-facing digital services, self-service portals and modern web applications
  • AI, automation and emerging technologies, with the ability to identify opportunities and apply innovative solutions to real-world business challenges
  • Leading technical discovery, requirements definition, solution design and delivery within complex organisational environments
  • Managing technical quality through governance, testing, assurance, documentation and continuous improvement

This role offers the opportunity to work on ambitious digital transformation programmes that will directly influence the future of council services.

If you’re passionate about technology, enjoy identifying new possibilities and want to make a meaningful impact through innovation, we’d love to hear from you.

Please note: the post holder will be required to complete a Disclosure and Barring Service (DBS) and Baseline Personnel Security Standard (BPSS) check.

Why work for us?

Newcastle-under-Lyme is a borough with big ambitions. We’ve already started our transformation, however, we still need to find better ways of doing things because we are determined to do the very best we can for our communities.

If our vision is to be the best, then we need the best people working for us. Our people are at the heart of what we do and have the freedom to innovate, grow and develop. We recruit people who share our vision and values; people who have the drive to deliver our ambitious Council plan.

Our historic borough is a place of marked contrasts. We are the home of a world class University at Keele, a leading light known internationally for its research and sustainability record, which stands side by side with former mining communities including some which register amongst the most deprived areas in the country. Our Borough is also a mixture of urban centres, affected by some of the same social issues facing our neighbouring city, Stoke-on-Trent, but also outstanding rural landscapes in our less populated villages. Our plans and priorities aim to address the needs of all our communities.

Our People Offer

We reward our people with a competitive range of benefits including;

  • access to the local government pension scheme
  • minimum 24 days annual leave plus 5 extra days after 5 years’ service
  • flexible working options and family friendly policies
  • local and national high street discounts
  • free car parking
  • wellbeing support including £12.50 per month Jubilee2 membership
  • green travel scheme including cycle to work and electric car salary sacrifice
  • free employee 24 hour employee assistance and counselling services, flu vaccination service and health checks
  • development and training opportunities
