Technical Assurance Lead - Statutory Compliance (Health & Safety) WCC621472

Salary range: £56,436 - £66,084 per annum. Salary negotiable depending upon experience.

Responsibilities
  • Lead the statutory compliance across Westminster City Council’s operational estate, acting as the primary competent person under Regulation 7 of the Management of Health and Safety at Work Regulations 1999 and the CDM Regulations 2015.
  • Develop, maintain and monitor a robust compliance framework including policies, procedures and process maps to achieve high levels of compliance across estate activities.
  • Advise on and implement the Corporate Landlord Health and Safety Management Plan; support strategic planning, operational oversight and reporting for the Head of FM Programme and Workplace.
  • Lead a specialist team responsible for commissioning and monitoring statutory inspections, audits and assessments (fire, asbestos, legionella and other key building compliance areas).
  • Interpret relevant legislation, monitor regulatory changes, and ensure ongoing awareness of new requirements across the organisation.
  • Provide expert advice to colleagues, departments and contractors; monitor contractor performance and support FM procurement processes to ensure quality and value-for-money in service delivery.
  • Manage risk assessments related to common areas and advise on measures to meet insurer requirements.
  • Demonstrate strong leadership, communication and problem-solving skills; work collaboratively across departments to foster a culture of safety, assurance and accountability.
Qualifications and Experience
  • Extensive experience in managing statutory compliance across operational and investment estates with deep knowledge of fire, water, gas, electricity and asbestos regulations.
  • Proven track record managing end-to-end compliance processes, risk assessments, remedial actions and timely completion across a broad range of property-related risks.
  • Ability to develop PMFs and write compliance reports to senior stakeholders, boards and leadership teams; experience managing compliance performance across multiple departments and contractors.
  • Strong contractor performance management, influencing external partners, and ensuring quality assurance throughout; excellent data management capabilities across multiple corporate systems, including data transfers and delivering insights through analysis.
  • People management experience, with ability to lead teams, set objectives and support development.
  • Strong diagnosing and problem-solving skills; effective communication and stakeholder management to build relationships across contractors, internal teams and council services.
