About The Role
This is a rare opportunity to shape the future of how the organisation operates. As the Target Operating Model (TOM) Project Manager, you will lead the design and implementation of a new or enhanced operating model that strengthens how people, processes, and systems work together to deliver strategic goals. Your work will touch every part of the organisation — influencing structure, capability, governance, and service delivery.
Rather than driving a top-down mandate, this role requires collaborative leadership. You’ll bring together stakeholders across levels and functions to co-create a TOM that is not only fit for purpose but owned and supported by those it affects. From developing roadmaps and facilitating co-design workshops to managing change and ensuring benefits are realised, you’ll play a central role in delivering a sustainable transformation with lasting impact. This is a role for a strategic thinker and skilled operator who thrives in complexity and is energised by meaningful change.
This role is eligible for hybrid working with a minimum of 2 days on site.
This role does not meet the eligibility for sponsorship under UK Visas and Immigration legislation. Therefore UCL will not be able to sponsor individuals who require right to work in the UK to carry out this role.
About You
You are a thoughtful and strategic project leader who understands that successful transformation is as much about people as it is about process. You bring proven experience in operating model design, organisational change, or service transformation, ideally in large or complex environments. You’re confident engaging with senior stakeholders and subject matter experts, building trust and alignment to co-create future ways of working.
You have a sharp eye for detail and a strong grip on delivery — you know how to manage timelines, interdependencies, and risks, but you also bring the creativity and flexibility to adapt plans as new insights emerge. Whether leading workshops, developing transition plans, or tracking benefits, you’re focused on outcomes and value. Above all, you're a collaborative change agent who thrives on working across boundaries to make an organisation more effective, inclusive, and future-ready.
