Job summary

The Boeing Defence UK (BDUK) is seeking an Operational Analyst to deliver quantitative analysis and decision-support across its Platform Programmes and supporting services. You will apply a broad set of OR techniques to inform platform down-selects, cost analyses, forecasting and simulation-enabled campaigns.

As part of a disciplined team, you will contribute to internal and external customer reports, business cases and governance activities while pursuing continuous improvement and learning

• Collaborate with stakeholders and represent BDUK at internal/external events.

Job description

The successful candidate will deliver Operational Analysis tasks set, to ensure that the team is able to carry out analysis and decision support across BDUK's portfolio of Platform Programmes and Supporting Services and where appropriate deliver the same capability to wider Boeing. Typical focus areas are as follows:

• Market Analysis; reviewing potential military uses of Boeing produces through quantitative means to support the growth of BGS into new and existing markets.
• Force Structures Analysis; using the full spectrum of Operational Research techniques (soft and hard) to develop internal and external customers' understanding of their future defence requirements, identification of capability gaps and the analysis of potential solutions.
• Platform Level Assessment; By applying a broad range of quantitative techniques to support customers in the down-selecting of platform options through the identification of suitable measures of effectiveness. This analysis must be robust and independent with the expectation that it will be used in support of external & internal Customer Reports and Business Cases.
• Cost Analysis; High level cost analysis of platform solutions to provide an empirical measure of comparison enabling cost-capability trade studies in support of customer prioritisation in increasingly constrained budgetary environments.
• Use of forecasting and optimization tools to provide Decision Support directly to a Customer or to integrate them into Discrete Event Simulations as part of an Experimental Campaign.This includes the optimizations for Supply Chain, Depth Maintenance and Organizational Efficiencies across a broad portfolio of platforms, products and services.
• Operational Research report writing and the incorporation of Operational Analysis Data into Customer Business Cases.
• The Operational Analyst is also required to:
• Learn and apply Project Management Best Practices to ensure Operational Analysis tasks and Campaigns are completed on time, to budget and at the agreed quality.
• Support the delivery, alongside senior analysts, of stakeholder management meetings and seminars, including the exploitation of OR concepts such as Multi-Criteria Decision Analysis to capture decision support data.
• Support the preparation of and participate in briefings to internal and external customers.
• Represent BDUK (in areas of domain expertise) at various internal and external events/conferences.
• The Boeing Portal environment requires all personnel to be self-motivated and to undertake self-directed learning in new areas to achieve success with the following expectations The analysis work undertaken within The Boeing Portal focusses on the provision of quantitative evidence that can be used within business cases to support procurement and investment decisions. Candidates for this position must therefore have a mathematical background and be comfortable with the provision and defence of empirical evidence.
• In addition, the successful candidate would have a broad background in Operational Analysis or Statistical tools & techniques and potentially Systems Engineering and Model-Based Systems Engineering (MBSE), with the motivation and confidence to learn while concurrently delivering a personal portfolio of experiments. The ability to work collaboratively across the business is a key part of this role.

• Additionally, an interest and demonstrable skills in suitable analytical or mathematical discipline e.g. Mathematics, Operational Research, Statistics, Economics, Knowledge of Operational Research techniques for problem solving and Statistical techniques for exploratory analysis and Systems Engineering.
• Understanding of Project Management techniques.
• The ability to analyse, problem solve and develop objective, efficient and innovative solutions to customer requirements in a timely manner, with a sense of urgency supported by senior analysts providing detailed task management and direction.
• Good written and oral communications skills in English.
• Ability to obtain and maintain an UK security clearance at SC (right to work in the UK, and 5 year consecutive residency in the UK to date).
• Ability to effectively collaborate with and report to customer representatives and other key stakeholders, A degree-level, or equivalent, qualification in Engineering, Systems Engineering, or a related discipline is desirable.
• Broad knowledge or interest in the UK military and security domain from a strategic to tactical level; including some aspects of; understanding of the UK Armed Forces order of battle, equipment and platform capabilities, tactics, techniques and procedures - principally in the air domain. Understanding of emerging Defence capabilities. Understanding of the military capabilities and tactics, techniques and procedures of other nations in the EU and NATO region.
• Possess graphic skills or design media skills for the preparation of presentation, audio-graphical product to provide presentation to both external and internal customers or colleagues.
• Experience in the application of Systems Engineering across one or more areas the V-model (requirements, interfaces, architecting, verification, validation, design for), ideally including development systems engineering artefacts such as management plans, schedules and reports and usage of SE tools such as IBM DOORS, Cameo, Enterprise Architect.
• Experience in the development of solutions using techniques such as Model Based Systems Engineering (MBSE) and trade studies.
• Experience managing technical baselines, including requirements, performance measures and solution baselines, with an understanding of configuration and change control methods.
• Experience supporting technical management and governance activities, including metrics, reporting, team tasking, and risk, issue and opportunity management.
• Broad interest and understanding of AITechnology and Techniques.
• Experience in the tailoring and application of engineering initiatives, best practices and quality processes, while contributing to continuous improvement.
