On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined-up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey, and Islington.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
• to improve outcomes in population health and healthcare
• tackle inequalities in outcomes, experience and access
• enhance productivity and value for money
• help the NHS support broader social and economic development.

North Central London’s population is incredibly diverse and continues to grow and change. This brings pressure and challenges for the local health and care services that NCL ICB commissions – or buys – on behalf of residents. NCL ICB works closely with Councils, providers, general practices, voluntary, community organisations, and unions to achieve our shared aims.

NCL ICB values our staff, our partners, and their expertise to deliver the best health and care possible for the patients and residents of North Central London.

We are committed to recruiting a workforce that is reflective of our diverse population, where individual contributions are encouraged and valued. We welcome and encourage applications from all candidates regardless of age, race, sex or gender identity, religious beliefs, marital status, sexual orientation, disability, caring status or neurodiversity.

Job overview

Are you passionate about shaping the future of the health and care workforce? Do you have the skills to support innovative workforce projects that make a real difference?

Join us as a System Workforce Development Project Manager and help drive workforce development across North Central London (NCL).

Reporting to the Head of System Workforce Development, the postholder collaborates with health and care organisations across the North Central London Integrated Care System (NCL ICS) to support a sustainable, high-quality health and care workforce.

As a key member of the People and Culture Directorate, the Project Manager will lead and coordinate workforce development programs that enhance capability, maximise talent, and increase workforce flexibility across the system. A primary focus will be delivering the NCL ICS People Strategy by driving initiatives under the 'Workforce Development' workstream.

The role encompasses project management of programs aimed at equipping the workforce with the necessary skills to adapt to evolving care needs. This includes fostering collaboration among stakeholders, delivering impactful development initiatives, and ensuring alignment with system-wide strategic goals. The Project Manager’s efforts will directly contribute to building a resilient workforce that can deliver high-quality care close to where it is most needed.

Main duties of the job

The role involves supporting the implementation and sustainability of the Oliver McGowan mandatory training programme, restorative and just culture, expansion of health and care apprenticeships, and long-term workforce plans alongside related workforce development projects such as leadership and talent development.

Key responsibilities include embedding equality and inclusion for individuals with learning disabilities, autism, and other protected characteristics into project design and delivery.

Core Responsibilities:

  1. Project Management: Develop project elements such as stakeholder mapping, project plans, and meeting preparations. Organise training sessions, stakeholder workshops, and ensure timely delivery of documentation. Oversee performance and align project outcomes with the North Central London People Plan.
  2. Communication: Convey sensitive or complex workforce data to diverse stakeholders, negotiating and motivating teams to meet objectives. Deliver presentations and gain stakeholder buy-in for key initiatives.
  3. Analysis and Decision-Making: Analyse complex information, balance conflicting priorities, and escalate significant issues. Present informed recommendations to stakeholders.
  4. Planning and Organisation: Formulate and adapt long-term strategies to ensure project sustainability, manage budgets, and meet deadlines.
Working for our organisation

NHS North Central London Integrated Care Board (NCL ICB) is a statutory body responsible for planning and allocating health and care resources to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey, and Islington.

As an ICB, we’re focused on:
• improving outcomes in population health and healthcare
• tackling inequalities in outcomes, experience, and access
• enhancing productivity and value for money
• helping the NHS support broader social and economic development.

It is an exciting time to be joining NCL ICB – we have commenced an organisational change programme to redesign the structure of the organisation and the way that we work to better meet the needs of our population, our people, our system, and our partners. As part of the organisational change programme, we want to re-launch and re-energise the organisation, embed new ways of working and build the capabilities we need to create a thriving organisational culture.
