Job Summary:

The Startup Instrumentation Lead will supervise personnel and activities within the project Instrumentation & Controls (I&C) scope. Responsibilities include ensuring the CSU scope is completed on schedule, within budget, and in compliance with safety, quality, and design standards. The candidate should have strong knowledge in testing, commissioning, and operating large plant I&C systems such as DCS, ICSS, SIS, FGS, and ESD systems, with proficiency in specialized equipment used in LNG plant design.

Major Responsibilities:
  • Review piping and instrumentation diagrams to define the project I&C scope.
  • Complete all I&C CSU deliverables including cause and effect procedures, instructions, and testing to ensure safe and timely commissioning.
  • Coordinate project schedules with I&C CSU input for various project phases.
  • Review I&C engineering and supplier documentation.
  • Support project groups such as Management, Engineering, Construction, and others with I&C CSU input.
  • Collaborate with Contracts to support onsite supplier and subcontractor support during commissioning and start-up.
  • Assist in populating the System Completions Database and developing turnover packages.
  • Verify the integrity and timely handover of CSU I&C systems through inspections and support.
  • Assess supplier package installations for compliance and monitor performance during commissioning.
  • Lead and supervise I&C engineers, supervisors, and technicians through all project phases.
  • Plan, coordinate, and supervise daily CSU I&C activities ensuring safety and milestone achievement.
  • Review and approve all testing activities on plant control systems including DCS, ICSS, SIS, ESD, FGS, and specialized systems.
  • Support testing, including calibration, loop and logic testing, and specialized system testing.
  • Participate in performance and client demonstration testing.
  • Assist in preparing O&M manuals and procedures.
  • Ensure safety compliance and promote a Zero Accident Philosophy.
  • Conduct employee performance reviews and support personnel development.
  • Coordinate with onsite teams, subcontractors, and client representatives for a safe project completion.
  • Manage CSU I&C commissioning and start-up spares, monitor usage, and prepare requisitions.
  • Prepare progress reports and forecasts.
Education and Experience Requirements:
  • University/B.S. degree in Engineering plus 10 years of experience or 15 years of equivalent industry experience.
Required Knowledge, Skills, and Abilities:
  • Strong knowledge of testing, commissioning, and operation of large plant control systems.
  • Experience with DCS, ICSS, SIS, ESD, FGS, and specialized equipment.
  • Experience with LNG facility design, operation, and on-site construction, especially along the U.S. Gulf Coast.
  • Supervisory experience in heavy industrial construction.
  • Effective leadership, communication, and team collaboration skills.
  • Familiarity with client processes, standard work procedures, and automation tools.
  • Extensive technical experience with I&C systems in Oil & Gas facilities.
  • Proficiency in MS Office applications and understanding of project workflows.
Additional Information:

Field inspections are required, involving walking, climbing, working in confined spaces, and lifting. Must use PPE and be physically capable of performing site activities in various conditions.
