Job summary

Gloucester City Homes Limited is seeking a Surveyor to lead large-scale, multi-year housing stock upgrades, acting as in-house property expert and overseeing contracts, budgets and regulatory compliance including Decent Homes standards.

The role emphasizes contract delivery, on-site quality checks, and data integrity to support long-term investment strategies within a flexible hybrid working model in Gloucester.

Qualifications

• Strong knowledge of asset management, planned maintenance and capital investment programmes within a housing environment.
• Good understanding of building construction, building pathology and surveying practices.
• Sound knowledge of contract administration, contractor management and public procurement principles.
• Working knowledge of landlord health and safety responsibilities, housing compliance requirements and Decent Homes standards.

Responsibilities

• Act as the Client Representative on major partnering contracts, overseeing component replacements and large improvements.
• Manage capital and service budgets (£1m+), providing cash flow forecasting, financial accounts, and monthly variation reports.
• Inspect on-site works completed by contractors to ensure quality, compliance and value for money.
• Maintain zero-compromise safety standards across our properties, ensuring partners adhere to Landlord Health and Safety legislation.
• Keep our asset database up to date to inform long-term investment strategies.

The Role

We are looking for a Surveyor to support our Planned Programme You will lead large-scale, multi-year projects to upgrade and improve our housing stock (Operating as our in-house property expert, you will oversee contract delivery, manage budgets, and make sure our homes meet all regulatory requirements—including the Decent Homes Standard

Key Responsibilities

• Contract Management: Act as the Client Representative on major partnering contracts, overseeing component replacements and large improvements
• Financial Control: Manage capital and service budgets (£1m+), providing cash flow forecasting, financial accounts, and monthly variation reports
• Quality Assurance: Inspect on-site works completed by contractors to ensure excellent quality, statutory compliance, and strong Value for Money
• Health & Safety: Maintain zero-compromise safety standards across our properties, ensuring partners strictly adhere to Landlord Health and Safety legislation
• Data Integrity: Keep our asset database completely up to date to help map out long-term investment strategies

What We Are Looking For

Experience

• Strong knowledge of asset management, planned maintenance and capital investment programmes within a housing environment.
• Good understanding of building construction, building pathology and surveying practices.

Technical Qualifications

• You will ideally hold a professional qualification in Building Surveying, Construction, Asset Management, Housing or a related discipline or extensive relevant experience
• You will ideally be a member of, or working towards, a recognised professional body such as CIOB, RICS or CIH

Skills

• Strong project management skills, with the ability to deliver complex programmes safely, on time and within budget.
• Effective contract management skills, including monitoring contractor performance, managing risk and driving service improvements.
• Excellent analytical and problem-solving skills, with the ability to interpret property and performance information and identify practical solutions.
• Strong communication and stakeholder engagement skills, with the ability to explain technical information clearly and build effective relationships with customers, contractors and colleagues.
