Job summary

Rullion Managed Services seeks a Supplier Quality & Inspections Team Manager for the HPC project in the UK. You will lead a multi-disciplinary team responsible for supplier development, inspection, and surveillance activities across programmes, ensuring compliance with ISO standards and ONR expectations.

You will drive risk-based surveillance, contribute to IC governance, and coordinate with EDF SA, HPC and Sizewell C, promoting a strong safety culture, data integrity and timely reporting.

Job Purpose and Overview

The Supplier Quality & Inspection Team Manager is responsible for the integrated delivery of supplier development, inspection, and surveillance activities across all Programmes within the Hinkley Point C (HPC) Project. The postholder ensures that all activities comply with ISO 19443, ISO 9001, the HPC GQAS, IAEA GS‑R Part 2, ONR expectations and NNB GenCo's Intelligent Customer (IC) principles. The role sits at the centre of the manufacturing quality lifecycle: from supplier qualification, capability building and audit, through risk‑based surveillance during manufacture, to the release of products to site. But it does not end there, with a need to ensure that risks to quality performance from activities on site continue to be mitigate. It requires strong judgement, proactive technical leadership and the ability to align multiple stakeholders across EDF SA, HPC and Sizewell C. The postholder will work within the multi‑disciplinary HPC Quality Performance department, which brings together Supplier Quality Development, Inspection Coordination, Surveillance Delivery, CFSI intelligence and Quality Technical Project Office under a single leadership structure.

Key Responsibilities – Leadership and Team Management

• Lead and develop a multi‑disciplinary team comprising SQEP inspectors, supplier quality development specialists, inspection coordinators, and embedded technical advisors.
• Ensure the team is resourced, competent and capable of delivering risk‑based surveillance Programmes aligned to programme milestones and nuclear safety requirements.
• Set clear expectations, delegate effectively, and promote a strong nuclear safety culture, human performance principles and adherence to IC expectations.
• Inspire team members to perform at their optimal level for the good of the project, whilst ensuring their personal development is assured.

Key Responsibilities – Surveillance Planning and Delivery

• Establish, maintain and deploy fully risk‑based surveillance Programmes across HPC scopes of work (NI, CI, BOP, NSSS, Turbine).
• Ensure Programmes are marked up in data packages and issued for QML acceptance (complementing QML oversight role).
• Oversee execution of inspection and surveillance activities, ensuring timely reporting, escalation of emerging issues, and full traceability of surveillance evidence.
• Maintain data systems, reporting dashboards and audit trails to meet ONR and HPC requirements.

Key Responsibilities – Supplier Development & Qualification

• Conduct supplier capability assessments against ISO 19443, ISO 9001, IAEA GS‑R Part 2 and HPC contractual requirements.
• Lead targeted supplier development interventions, particularly on welding, NDT, production controls and other special processes.
• Maintain supplier performance scorecards and drive structured performance improvement.
• Working with Supplier audits (scheduled and for‑cause), ensure adequate interlinks are established, maximising opportunities to drive high‑quality reports, and track targeted non‑conformance closure to completion and effectiveness.

Intelligent Customer Role & Compliance

Ensure all surveillance and supplier development activities comply with ISO 19443, IAEA GS‑R Part 2, ISO 9001, nuclear site license conditions, and Intelligent Customer (IC) expectations. Provide proportionate and risk‑informed oversight of third‑party inspection bodies (to be used for inspection and development services). Act as a key contributor to IC governance, ensuring that HPC maintains credible oversight of supplier activities.

Cross‑Project Interfaces

Maintain a strong working relationship with inspection and surveillance teams across HPC, EDF SA and Sizewell C to ensure alignment and shared standards. Participate in technical exchanges, joint reviews and shared learning forums between HPC, EDF SA and SZC Supplier Quality Development departments. Ensure that HPC's rationale, technical reasoning and risk‑based approach are clearly represented at cross‑project meetings.

Essential Experience and Knowledge

• Extensive experience in nuclear or high‑hazard industries with direct responsibility for manufacturing quality, inspection or supplier development.
• Deep knowledge of ISO 19443, ISO 9001, IAEA GS‑R Part 2 and nuclear license compliance expectations.
• Demonstrable awareness in welding, NDT, manufacturing process control and supplier assessment.
• Strong track record of leading SQEP technical teams in complex project environments.
• Commercial acumen: with ability to model and challenge assumptions justifying the cost of quality for activities (personnel, external services and task orders).
• Experience interfacing with regulators, ITAs, inspection bodies and senior project leadership.
• Strong communication, analytical and problem‑solving skills.

Desired Experience

• Experience within EDF SA organisations or previous engagement with French suppliers.
• French language capability beneficial.
