Job summary

North East Lincolnshire Council is seeking an Engineer (Permit Co-ordination) to lead the co-ordination and assessment of proposed highway works under the NELPS framework. You will interpret standards, develop solutions with promoters and ensure programmes are delivered effectively across the highway network.

The role requires experience with Local Authority permit schemes, strong communication, and the ability to translate technical information for non-technical audiences.

Qualifications

• Experience with Local Authority permit schemes (or similar).
• Ability to communicate and explain technical matters to non-technical audiences.
• Strong organisational skills and attention to detail.
• Knowledge of the highway network in North East Lincolnshire/ Lincolnshire.

Responsibilities

• Lead role in coordinating and assessing the impact of proposed highway works in line with the NE Lincolnshire Permit Scheme (NELPS) and New Roads & Street Works Act (1991).
• Assess permit requests, interpret standards, and develop solutions with works promoters to ensure delivery of essential and reactive programmes.
• Primarily office-based with regular site visits across North East Lincolnshire/ Lincolnshire.
• Provide professional Streetworks advice to colleagues, elected Members and the public, translating technical information for a non-technical audience.
• Develop and draft performance reports to demonstrate service demand and compliance with policies and statutory requirements.

What will your day look like?

As an Engineer (Permit Co-ordination), you’ll take a leading role in co-ordinating and assessing the impact of proposed highway works in line with the North East Lincolnshire Permit Scheme (NELPS), and New Roads & Street Works Act (1991). You’ll use your professional judgement to assess permit requests, interpret standards, and develop solutions collaboratively with works promoters to ensure essential and reactive programmes can be delivered.

You will mainly be office based although you will regularly need to attend sites across North East Lincolnshire so the ability to transport yourself efficiently and effectively between sites is essential.

You’ll also provide professional Streetworks advice to colleagues, elected Members and the public, helping resolve issues and support good decision‑making by interpreting potentially technical information for a non‑technical audience.

You will work with colleagues to develop and draft performance reports on a regular basis to demonstrate service demand and compliance with relevant policies and statutory requirements.

Who are we looking for?

We’re looking for someone with experience of Local Authority permit schemes (or similar) who is comfortable working within a small team to ensure compliance with the required policies and statutory guidance. You will need to be a good communicator, have strong analytical skills and good attention to detail.

You’ll need good organisational skills, the ability to translate complex technical matters into clear, accessible information and a good understanding of the geography and highway network in North Est Lincolnshire. You’ll be comfortable working with drawings, specifications, reports, data & risk assessments and confident using different IT packages.

You’ll also understand the importance of collaboration. This role will suit someone who can take ownership, build relationships and deliver practical solutions that work for everyone who travels around North East Lincolnshire.
