Job summary

Calderdale Council’s Network Coordination Team is recruiting an inspector to verify road and street works on the authority’s highway network comply with permit conditions and statutory requirements.

You will perform inspections under the All Streets Permit Scheme and related activities, including scaffolding, skips, temporary obstructions, and vehicle crossing applications, working independently or as part of a team.

Qualifications

• Experience in highways, street works, utilities or related sectors.
• NRSWA Supervisor accreditation encouraged; training provided if not held.
• A full driving licence is essential.

The Network Coordination Team within Calderdale Council's Strategic Infrastructure Department is responsible for delivering the Council's duties under the All Streets Permit Scheme, the New Roads and Street Works Act 1991 (NRSWA), and the wider Network Management function.

Reporting to the Street Works Engineer and Network Coordination Manager, the successful candidate will play a key role in ensuring that road and street works undertaken on the Authority's highway network comply with permit conditions and statutory requirements. This will involve carrying out inspections in accordance with permits issued under the All Streets Permit Scheme, as well as undertaking inspections relating to other highway activities including scaffolding, skips, temporary highway obstructions, and vehicle crossing applications.

The role requires an individual who can work effectively both independently and as part of a team, with a proactive approach to problem-solving and a strong commitment to maintaining the safety and efficiency of the highway network.

Excellent communication and interpersonal skills are essential. The post holder will regularly engage with utility companies, contractors, developers, council officers, elected members, and members of the public. The ability to communicate clearly and professionally, manage difficult conversations, build positive working relationships, and explain technical issues to a range of audiences is therefore critical to the success of the role.

We are looking to recruit an individual with experience in the highways, street works, utilities, or related sectors. Applicants who currently hold NRSWA Supervisor accreditation are particularly encouraged to apply. However, training and support will be provided to obtain the necessary qualifications where these are not already held.

A full driving licence is essential.
