Job summary

Hertfordshire County Council is seeking a Strategy & Programme Manager to lead a diverse transport and infrastructure portfolio in Stevenage. This role combines strategic thinking with practical delivery, overseeing projects from concept to delivery in a hybrid working model.

You will manage budgets, risks and public engagement, collaborate with partners and elected members, and ensure projects align with the Growth & Environment directorate.

Qualifications

• Experience managing complex projects or programmes from development through to delivery.
• Experience budgeting, risks and project performance.
• Excellent written and verbal communication skills.
• Ability to build relationships, influence others and collaborate with partners.
• Practical understanding of sustainable transport and placemaking.
• Motivation, strategic thinking, and ability to work independently.

Responsibilities

• Lead development and delivery of a diverse portfolio of projects within a defined geographic area.
• Oversee projects from concept through to delivery, ensuring on time and on budget.
• Commission and manage consultants, designers and contractors for project execution.
• Monitor budgets, risks and performance; provide clear reports to boards.
• Engage with local authorities, elected members and stakeholders to maintain a unified vision.
• Support public engagement activities and partner collaboration on future priorities.
