Information About The Role

As part of the CBRN leadership team, the primary function of this role is to support the Protect & Prepare senior responsible Officer for CBRN in developing and delivering guidance and policy, and maintaining and enhancing the CBRN specific International portfolio. The role includes supporting and influencing government departments and agencies, emergency services, the national Counter Terrorism Policing (CTP) network, and industry.

The role requires hybrid working within the Homeland Security Group and Home Office, with responsibilities for coordinating tri-service policy development and representation, including attendance at CBR Incident Cell (CBRIC) when needed. Secondary functions include strategic event organisation, income generation, research and development projects, performance management, quality assurance, and promoting equality, diversity, and human rights in the workplace. The role includes line management of the Policy & Guidance Manager.

Responsibilities
  • Ownership for delivering multiple national and international projects with complex and competing priorities.
  • Leadership of Project Managers and Analysts to ensure necessary data and support are secured to deliver portfolio objectives, whilst prioritising wellbeing.
  • Partnership working with other national and international organisations to set and deliver bespoke objectives, including communication, negotiation, and influence at all levels.
  • Organise, host, and present at conferences, lectures, and panel events to internal, partner, and public audiences.
  • Coordinate delivery of the CTP CBRN International Strategy, including securing travel authorities and reporting progress.
  • Deputise for the NCBRNC Senior Leadership Team (Head and Deputy Head), representing at national strategic CT, partnership, military, and cross-government meetings.
  • Work with the Homeland Security Group to develop and maintain a CBRN framework for policies, strategies, and programmes.
  • Deliver annual income generation plans, budget builds, and exploitation plans aligned with the International portfolio.
  • Represent CTPHQ at strategic meetings, tracking and reporting progress against business plans quarterly, aligned with strategic priorities.
  • Lead and support networks to keep the CBRN community informed, and coordinate educational and academic research initiatives.
  • Build relationships and work flexibly to embed awareness and ensure high-quality outputs across networks.
  • Participate in the CTP CBRN management on-call rota, responding to operational requests and incidents as part of crisis management.
  • Attend and represent at local and national command meetings as a CBRN subject matter expert to support incident response.
  • Represent CBRN and CTP on various police, government, and industry working groups and committees.
  • Lead performance improvement and business development initiatives to drive change and innovation.
  • Produce high-quality reports, business cases, presentations, and oral briefings.
  • Develop and maintain project management products, overseeing governance, plans, risk and issue registers, and managing escalations and change controls.
