Strategy & Policy Manager – Police Staff – CBRN – Counter Terrorism Policing WM

Location: National CBRN Centre, Coventry, West Midlands, CV8 3EN, GB

Contract type: Full Time, Permanent

Information about the role

As part of the CBRN leadership team, the primary function of this role is to support the Protect & Prepare senior responsible Officer for CBRN in developing and delivering guidance and policy, and maintaining and enhancing the CBRN-specific International portfolio. The role includes supporting and influencing government departments, agencies, emergency services, the national Counter Terrorism Policing (CTP) network, and industry.

The role requires hybrid working within the Homeland Security Group and Home Office, with responsibilities including coordinating tri-service policy development and representation, including attendance at CBR Incident Cell (CBRIC) when needed. Secondary functions include strategic event organisation, income generation, research and development projects, performance management, quality assurance, and promoting equality, diversity, and human rights in the workplace. The role includes line management of the Policy & Guidance Manager.

Responsibilities

  • Ownership of delivering multiple national and international projects with complex priorities.
  • Leading Project managers and Analysts to ensure data and support are secured to achieve portfolio objectives while prioritising wellbeing.
  • Partnering with national and international organisations to set and deliver objectives, and communicating, negotiating, and influencing at all levels.
  • Organising, hosting, and presenting at conferences, lectures, and panel events for internal, partner, and public audiences.
  • Coordinating delivery of the CTP CBRN International Strategy, including securing travel authorities and reporting progress.
  • Deputising for the NCBRNC Senior Leadership Team, including representation at national strategic CT, partnership, military, and cross-government meetings.
  • Collaborating with the Homeland Security Group to develop and maintain a CBRN framework to improve policies, strategies, and programmes.
  • Delivering annual income generation plans, budget builds, and exploitation plans aligned with the International portfolio.
  • Representing CTPHQ at strategic meetings and tracking progress against business plans quarterly.
  • Leading and supporting networks to inform the CBRN community and coordinate educational and academic research.
  • Building relationships and working flexibly to embed awareness and ensure high-quality outputs across networks.
  • Participating in the CTP CBRN management on-call rota, responding to government requests and incident responses.
  • Attending and representing at command meetings as a CBRN subject matter expert.
  • Representing CBRN and CTP on relevant working groups and committees.
  • Leading performance improvement and business development initiatives.
  • Producing reports, business cases, presentations, and briefings.
  • Managing project governance, plans, risks, issues, and change controls.
