Job summary

The Comhairle nan Eilean Siar invites applications for the Strategy Officer role, supporting the development of strategic policies, projects and performance frameworks for the Outer Hebrides. You will research policy developments, draft strategies and plans, and identify funding and project opportunities to enhance community wellbeing.

You will also prepare reports, monitor outcomes, and collaborate with communities, partners and stakeholders while using outcome‑measurement frameworks.

Qualifications

• Degree level qualification or significant experience in development of strategic projects.
• Experience working with external stakeholders and in rural/island communities.

£48,622 - £52,635 per annum (inclusive of £2,997 Distant Islands Allowance)

The Comhairle is seeking a motivated and experienced Strategy Officer to support the development of strategic policies, projects and performance frameworks that contribute to the long-term wellbeing of the Outer Hebrides.

You will research and analyse national and local policy developments, develop strategies and plans, identify funding and project opportunities, and support the co-ordination of projects. The role will also involve preparing reports and briefings, monitoring outcomes, and working closely with communities, partner organisations and stakeholders.

You should have knowledge of outcome measurement frameworks, UK and Scottish Government structures, and the ability to analyse complex information and produce reports for a range of audiences. Strong communication, negotiation and organisational skills are essential.

You must hold a degree level qualification or have significant experience in the development of strategic projects. Experience of working with external stakeholders and an appreciation of rural and island communities are also essential.

Interviews will be conducted in person, providing candidates with the chance to personally meet the team and experience our work environment.

Salary for the above post is inclusive of Distant Islands Allowance. Appointment to the post will be on the first point of the grade.
