Grade A: £52,737 (National Framework) or £58,139 (London Framework – if you are London office based or homebased and live within the boundary of the M25). There is also an additional homeworking allowance of £553 per annum for those working from home. For part-time roles, please note this will be pro rata.

Contracted Hours: Full-time 37 hours per week or Part-time 30 hours per week. Job-share will be considered. Talk to us about compressed hours.

Reporting directly to the Deputy Director of Strategy, you will lead strategic policy projects and undertake strategic analysis and problem solving across CQC’s role, purpose, and regulatory functions.

You will have a unique opportunity to apply your strategy expertise to influence care quality at a national level, shape CQC’s future role, and challenge the status quo. Working with colleagues across the organization and beyond, you will provide recommendations for strategic direction, identify policy options, and explore innovative ways to regulate that enable us to keep pace with the changing health and care landscape and ensure people receive safe, effective care.

Accountabilities:

  • Lead strategic analysis, complex problem-solving, and evidence examination to support policy development and innovative solutions.
  • Provide leadership for strategic projects and teams, collaborating internally and externally to address risks and opportunities, ensure strategy delivery, and improve approaches.
  • Identify strategic risks and opportunities based on national policy, social, economic, technological developments, and other factors affecting health and social care.
  • Build and maintain external relationships across government, regulation, and beyond to influence policy development.
  • Build and maintain internal relationships, advising and supporting strategic development aligned with CQC’s activities.
  • Provide leadership and support to teams within the Policy and Strategy unit, including project management and team development.
  • Offer expert advice and briefings to support policy and strategy development.
  • Contribute to team working within the wider organization.
  • Ensure evaluation and impact assessments are carried out.
  • Lead external coproduction and engagement activities, including with providers and service users.
  • Promote a culture of respect, fairness, and diversity, embedding values into all activities.

Essential Skills and Experience:

Role Specific:

  • Significant experience in strategic thinking, problem solving, and analysis, including rapid research and translating complex information into recommendations.
  • Experience managing strategy, policy, or analytical projects with organizational impact.
  • Structured approach to problem solving in policy contexts.
  • Experience navigating ambiguous environments, delivering high-quality work under tight deadlines, and working across boundaries.
  • Knowledge of health and social care, government, or regulation sectors.
  • Understanding of regulatory frameworks and legislation impact analysis.
  • Project management experience with governance processes.

General:

  • Strong communication and influencing skills, including presenting to senior levels.
  • Proven relationship management and collaborative working skills.
  • Experience managing teams and projects in complex environments.
  • Commitment to diversity, equity, and inclusion principles.
