About Ofcom

As the UK’s communications regulator, we’re delivering vital work that helps keep the UK connected and shapes the future of how we’ll stay connected with each other.

Our work covers everything from phones and broadband, through to TV, radio, the postal service, and wireless devices. We’re also taking on the challenge of making the online world a safer place. And we need people of all backgrounds, skill sets, and experiences to help us achieve our goal of making communications work for everyone.

Purpose and scope of the role

The Broadcasting and Media Group (BMG) supports and serves a vibrant sector of audiences, from TV to radio to video-on demand. We’re helping UK media evolve to meet the changing needs of viewers and listeners. We make sure broadcasters continue to provide quality programmes that appeal to the most diverse audiences, ensuring consumers are well served by the UK broadcasting sector. We are also responsible for setting and enforcing content standards. This important work makes sure audiences across the services we regulate are protected at all times.

Working closely with the Broadcast & Media Group Director, the Strategy Delivery Director will lead strategy and change delivery across BMG, optimising ways of working, streamlining systems & processes (including the review of relevant AI tools and other technologies), creating efficiencies and increasing productivity. This Director will play a key role in the leadership of forward thinking about the future regulatory regime. The role will have collective leadership responsibility for the Broadcast & Media Group (c120 FTE) and be an integral part of the BMG leadership team, with a core team (reporting to the role) of c12 FTE.

Key Responsibilities

Work with team of directors within BMG to bring about change in ways of working - responsible for aligning strategy with transformation - operational delivery, organisational processes and design, turning ambitions into action plans and creating KPIs and objectives for senior leadership team peers. Identify areas for improvement across processes and ways of working, building and delivering solutions, bringing together experts from across the organisation where needed.

Apply structured methodologies to lead change management activities across the BMG Group, measure success metrics, and monitor progress. Lead change-related work including impact assessments, learning needs analysis and communication strategies.

Budget management and resource planning:

Working in close collaboration with the Group Director and Director peers, lead on budget oversight and group focused resource planning, ensuring the allocation of budget and resource is in line with strategic priorities and able to respond to changing demands.

Support and Align with Stakeholders:

Work closely with other policy groups and subject matter experts across Ofcom, ensuring coherence across our cross-organisation activities, joining up technology, tools, ways of working and resourcing considerations. Partner with Corporate teams to ensure alignment across technology, communications, finance and people. Report to PMB, Board and Content Board to update targets and timelines for all strategy delivery and change activity.

Inspire, empower, and lead from the front, working closely with the Group Director and BMG leadership team to drive collaboration, continuous improvement and foster a culture of delivery and accountability.
