Job summary

University Hospitals of North Midlands NHS Trust is seeking a Strategic Procurement Manager (Band 7) to lead the Black Country Pathology Procurement Team and oversee commercial projects within NMBC and partner ICBs.

The role requires knowledge of Public Contract Regulations, PA2023 directives, UK law and Trust Standing Financial Instructions, with flexible working including partial home-working. 27 days annual leave on appointment, rising with service and potential flexi-leave accrual.

Qualifications

• Full Member status of the CIPS (10)
• Experience of managing and developing staff to meet the changing needs of the service.
• Ability to manage own and team’s workload including appropriate delegation of tasks
• Up to date knowledge of PCR2015 and PA2023 procurement directives and legislation, contract law and purchasing legislation.
• Experience of managing staffing issues, which may include conflict among staff
• Prioritisation skills which include being: methodical, numerate, problem solving, motivated, ability to use keyboard skills, written communication, presentation skills, negotiation, influential, innovative assertiveness with tact and diplomacy.
• Project management and leadership skills, with the ability to use own initiative and work under pressure.

Responsibilities

• Manage Black Country Pathology Procurement activity and related projects within NMBC and partner ICBs, ensuring compliance with EU/UK procurement law and Trust SFIs.
• Lead the Black Country Pathology Procurement Team activity within the NMBC.
• Contribute to the development of the Black Country Pathology Procurement Team.
• Provide accurate, timely advice on commercial issues to Trust Committee/meetings, especially where business is critical for the wider health economy.
