Job summary

South Gloucestershire Council is seeking a Procurement Officer to join the Strategic Procurement team. You will manage a portfolio across the full procurement lifecycle, from initial assessment through to contract management and continuous improvement.

You will build strong supplier and stakeholder relationships, provide training on procurement processes and recommend innovative solutions to achieve best value for the council.

Qualifications

• Hold a Level 4 Diploma with CIPS or be working towards this qualification.
• Proven experience in procurement, ideally within the public sector.
• Strong knowledge of procurement regulations including PA23 and PCR2015.
• Excellent communication and negotiation skills.
• Strong analytical and problem-solving abilities; able to manage competing priorities and deadlines.
• IT proficient with procurement and contract management platforms.

Responsibilities

• Provide professional procurement support across the organisation with accurate, timely advice to internal stakeholders and partner organisations.
• Support council-wide initiatives and improvement programmes from inception through tendering and contract management.
• Develop and maintain strong relationships with suppliers and internal customers; deliver training to enhance procurement processes.
• Research, analyse and recommend innovative procurement solutions; review and manage procurement templates and guidance documents.
• Monitor budgets and financial information to ensure project targets are met.
• Support the Procurement Manager in monitoring and reporting activities; oversee spend analysis and deputise when required.
