Job summary

Morgan Law is recruiting a Senior Procurement & Contracts Manager to lead procurement, commercial and contract management across a major capital investment programme. You will drive the procurement strategy for estates, development, regeneration, and facilities management projects, ensuring value, risk management and governance in a public sector context.

You will report to the Finance Director, lead a small team, and collaborate with senior stakeholders to deliver major construction and estates

Qualifications

• Extensive procurement & contract management experience across Estates/Property/Development/Regeneration/Construction or Facilities Management.
• Strong knowledge of public sector procurement regulations and governance requirements.
• Experience delivering high-value procurements and managing complex supplier relationships.
• Commercial acumen with ability to drive value through lifecycle.
• Understanding of NEC and other construction-related contract forms.
• Experience managing outsourced service providers and facilities management contracts.
• Knowledge of landlord and tenant matters and service charges.

Responsibilities

• Lead procurement function and procurement strategy.
• Manage procurement pipeline and provide commercial advice across project lifecycles.
• Support business case development, market engagement and sourcing strategies.
• Advise on contract structures including NEC and other standards.
• Drive best practice contract and supplier management across the organisation.
• Oversee Facilities Management and estates-related contracts.
• Manage landlord/tenant relationships within a commercial portfolio.
• Develop commercial capability through coaching and stakeholder engagement.
• Manage a small team and contribute to strategic objectives.
