Job summary

5 Star Recruitment is seeking a senior planning professional to lead the planning and regeneration service in a London authority. You will provide complex planning advice, manage development management and planning policy activities, and contribute to regeneration projects.

You will lead teams of planners, oversee governance, and advise committees, steering groups and elected members. The role requires substantial town planning experience in a major city and a degree in a related subject.

Qualifications

• Must hold a degree in a relevant subject or a relevant professional qualification.
• Evidence of continuing professional development.
• Understanding of Local Government context and political awareness.
• Understanding of management concepts, practices and principles.
• Understanding of local government financial constraints.
• In-depth understanding of town planning and urban regeneration issues in a major city context.

Responsibilities

• Deliver complex planning services including development management and planning policy.
• Lead teams of planners and regeneration officers to meet client needs and council priorities.
• Provide advice on statutory planning processes with high clarity and accuracy.
• Lead staff in planning decisions, policy and regeneration projects with effective project management.
• Innovate and promote service excellence in planning and regeneration.
• Demonstrate political awareness when advising members and senior officers.
• Attend formal meetings with committees, steering groups and departments on planning matters.
• Communicate clearly in negotiations with external organisations on long-term implications.
• Maintain governance and implement new procedures in line with legislation and council policy.
• Oversee research for planning decisions, policy development and regeneration delivery.
• Ensure continuous improvements and equality of opportunity within the service.
