Working for a Main Contractor who have a long serving track record of project delivery within the Building sector in both the Public and Private Sectors. This business operates across multiple key sectors and regions with a delivery model built around regional accountability, controlled growth and trusted client relationships.
This is a new role, which is part of the future strategy in expanding this businesses footprint within the Public Sector. As Strategic Partnerships Manager, you will be responsible for owning business development in the Midlands and North West regions, reporting into a 'Head of Public Sector'. The role acts as the principal client-facing lead for public sector development in the two regions, identifying the right opportunities, strengthening engagement before procurement, coordinating capture activity and improving conversion across sectors including Education, Blue Light, Healthcare, Defence, Central Government, Local Government, VCSE, regeneration and wider public infrastructure.
Working closely with the Head of Public Sector, Regional Directors, Pre-Construction, Business Development, Bid, Marketing, Commercial, Operations, Sustainability and Social Value teams, the Strategic Partnerships Manager will build sustainable regional pipelines and position them as a trusted public sector delivery partner.
Main Responsibilities:
Regional Public Sector Strategy & Growth
- Own and deliver public sector development plans for the Midlands and North West, aligned to their national public sector strategy.
- Agree priority sectors, target clients, consultants, routes to market and growth objectives with the Head of Public Sector and relevant Regional Directors.
- Maintain a clear action plan for each region, reflecting local market strengths, existing relationships, live projects and strategic growth priorities.
- Identify and prioritise the public sector clients, procurement bodies, framework providers and consultant influencers most relevant to each region.
- Monitor regional investment plans, procurement pipelines, funding announcements, policy drivers and competitor activity relevant to them.
- Build a balanced, deliverable pipeline that supports controlled growth and aligns with regional capacity, sector capability and risk appetite.
- Identify gaps in coverage by sector, geography, client type, project value and route to market, recommending focused action to close them.
- Use their Exceptional Delivery proposition, social value, sustainability, programme certainty, quality and collaborative approach to strengthen regional positioning.
- An agreed and current public sector development plan for each of the Midlands and North West regions.
- A prioritised top-five client list for each region, supported by relationship maps, account objectives and active engagement plans.
- A visible, qualified and deliverable pipeline of early public sector opportunities aligned with regional strategy and capacity.
- Measurable activation of their appointed frameworks and compliant routes to market within both regions.
- Consistent capture plans and effective pre-construction handovers for priority opportunities.
- Accurate CRM records and clear monthly reporting on pipeline, activity, next actions, risks and conversion.
- Strong, coordinated relationships with priority clients, consultants, framework providers and procurement bodies.
- Evidence that client feedback and successful project delivery are being converted into repeat work, references and future opportunities.
Ideal Candidate:
- Strong knowledge of the public sector markets, client structures and investment priorities across the Midlands and North West.
- Strong understanding of current UK public procurement requirements and compliant routes to market.
- Knowledge of construction frameworks, dynamic markets, call-off mechanisms, mini-competitions and direct award routes.
- Understanding of public sector client drivers across education, healthcare, blue light, local authority, government, defence, regeneration and infrastructure.
- Understanding of the construction work-winning lifecycle from market intelligence and early engagement through capture, bid, handover and delivery feedback.
- Understanding of regional contractor capability, project risk, commercial fit and the importance of deliverable commitments.
