Job summary

London Borough of Tower Hamlets is seeking a strategic Head of Corporate Capital Projects to oversee a multi-million-pound capital programme and provide senior leadership across regeneration and development. Qualifications

• Senior capital delivery professional with a strong track record of delivering complex, high-value projects.
• Significant senior-level experience in managing capital projects and programmes.
• Knowledge of local government financial, legal, procurement and governance frameworks.

Responsibilities

• Lead the delivery of the Council’s ambitious capital programme.
• Provide strategic leadership to internal and external multidisciplinary teams.
• Take responsibility for complex capital projects from inception through to completion.
• Lead procurement processes, commercial negotiations and contract close.
• Take ownership of capital budgets and ensure robust financial management, cost control and value for money.
• Ensure effective project governance, programme monitoring and risk management.
• Develop strategic business cases and project delivery plans.
• Advise and report to elected Members, senior officers and external partners.
• Collaborate with colleagues and external partners to maximise funding and investment opportunities.
• Work with Asset Management on feasibility studies, surveys and cost planning.
• Ensure contractual, legal, financial and procurement obligations are effectively managed.
• Lead, develop and motivate high-performing teams.
• Deputise for the Director of Regeneration & Development when required.
