Job summary

London Borough of Tower Hamlets is seeking a Head of Housing Regeneration and Major Projects to provide strategic leadership over a portfolio of estate regeneration and large-scale schemes in London. You will drive delivery, oversee feasibility, design, procurement and governance, and work closely with residents, Members and partners.

The role requires senior experience leading multidisciplinary teams, securing funding, and delivering complex regeneration programmes within an urban setting.

Qualifications

• Senior regeneration professional with a strong track record delivering complex housing, estate regeneration and major projects in urban environments.
• Experience leading multidisciplinary teams and managing capital and regeneration programmes at senior level.
• Proven ability to develop strategic partnerships and secure external funding.

Responsibilities

• Lead the housing regeneration and major projects portfolio for the Council.
• Provide strategic leadership to multidisciplinary internal and external teams.
• Lead estate regeneration schemes from inception to post-completion evaluation.
• Develop and oversee the next pipeline of estate regeneration opportunities via capacity studies, feasibility and planning.
• Lead design, engagement, procurement, negotiations and contract close across major schemes.
• Ensure robust capital governance, financial management, risk management and reporting.
• Lead engagement with residents and communities throughout regeneration processes.
• Advise and report to elected Members, senior officers and key partners.
• Collaborate with Housing Management, Asset Management and other Council services for cross-Council delivery and handover.
• Develop strategic partnerships and maximise external funding and investment opportunities.
• Act as a key contact for developers, investors and strategic partners investing in the borough.
• Work with GLA and Cabinet Office to maximise funding opportunities.
• Proactively shape inward investment aligned with Council priorities and local benefits.
• Develop strategic business cases, project initiation documents and delivery plans.
• Identify and manage financial, procurement, commercial and contractual risks.
• Lead and develop a high-performing team and foster innovation and accountability.
• Deputise for the Director of Regeneration & Development when required.
