London Borough of Richmond upon Thames and London Borough of Wandsworth is recruiting a Deputy Temporary Accommodation and Procurement Manager to lead a specialist team and to secure private rented sector and temporary accommodation across both boroughs. You will negotiate with landlords, assess properties and ensure standards for residents and the public purse.

Qualifications

• Significant experience within homelessness, temporary accommodation, private sector housing or accommodation procurement.
• Strong working knowledge of homelessness legislation, including suitability requirements and Private Rented Sector Offers under Part VII of the Housing Act 1996.
• Good understanding of landlord and tenant legislation, welfare reform and relevant housing case law.
• Experience carrying out property inspections and assessing housing standards.
• Knowledge of HHSRS, with an HHSRS qualification or equivalent experience desirable.
• Proven track record of managing and motivating a target-driven team.
• Strong commercial awareness, negotiation and relationship management with landlords and providers.
• Experience developing procurement initiatives and increasing accommodation supply.

Responsabilités

• Lead and develop a team of Procurement & Lettings Solutions Officers.
• Secure and increase the supply of private rented sector and temporary accommodation.
• Build effective relationships with landlords, agents, developers and providers.
• Lead negotiations to secure best rates, incentives and procurement opportunities.
• Ensure properties meet required standards of suitability, safety and value for money.
• Carry out regular property inspections and quality assurance.
• Provide expert guidance on homelessness legislation and housing requirements.
• Deliver innovative accommodation solutions to reduce TA reliance and improve outcomes.
• Analyze performance data to support service improvement and decision-making.
• Collaborate with homelessness, prevention, allocations and TA teams to maximise housing outcomes.
