Job summary

London Borough of Richmond upon Thames is seeking a Deputy Temporary Accommodation and Procurement Manager to lead a team delivering private rented sector and temporary accommodation solutions for households facing homelessness. You will negotiate with landlords, assess properties, and ensure compliance with housing legislation in a fast-paced environment.

Qualifications

• Significant experience within homelessness, temporary accommodation, private sector housing or accommodation procurement.
• A strong working knowledge of homelessness legislation, including suitability requirements and Private Rented Sector Offers under Part VII of the Housing Act 1996.
• Good understanding of landlord and tenant legislation, welfare reform and relevant housing case law.
• Experience carrying out property inspections and assessing housing standards.
• Knowledge of HHSRS, with an HHSRS qualification or equivalent experience highly desirable.
• A proven track record of managing and motivating a target-driven team.
• Strong commercial awareness, negotiation and relationship management with landlords and providers.
• Experience developing procurement initiatives and increasing accommodation supply.

Responsibilities

• Lead and develop a team of Procurement & Lettings Solutions Officers to drive performance and continuous improvement.
• Secure and increase supply of accommodation across Richmond and Wandsworth.
• Build effective relationships with landlords, agents, developers and providers.
• Lead negotiations on rates, incentives and procurement opportunities.
• Ensure properties meet required standards for safety and value for money.
• Carry out property inspections and quality assurance activities.
• Provide expert advice on homelessness legislation and tenancy requirements.
• Deliver innovative accommodation solutions to reduce reliance on temporary accommodation.
• Analyse performance data to support service improvement and informed decisions.
• Collaborate with homelessness, prevention, allocations and temporary accommodation teams.
