A London Local Authority is seeking an experienced Strategic Finance Business Partner to provide interim leadership and specialist support in managing and aligning the Council’s capital and treasury strategies.
This is a high-profile role within the Finance Directorate, working at a senior level to drive strategic financial planning, support effective investment decisions, and ensure robust financial governance across the Council’s capital programme.
Key Responsibilities:
- Develop and implement the Council’s capital investment strategies and programmes, aligned with corporate priorities.
- Ensure effective integration of the capital strategy with the treasury management strategy, collaborating with colleagues across the finance function.
- Deliver robust financial modelling and project appraisal, including evaluation of financing options to support major capital investments.
- Lead on the year-end closure of accounts processes for capital, ensuring accurate accounting of all transactions.
- Provide expert advice on the prudential framework, ensuring compliance with all capital financing and reporting requirements.
- Act as a trusted advisor, offering challenge and support to senior officers and leadership on capital-related financial matters.
About You:
- A qualified finance professional (e.g. CIPFA, CIMA, ACA, ACCA, MBA) or with equivalent senior-level experience in a local government setting.
- Strong track record in capital programme finance, including modelling, appraisal, and financial governance.
- Deep understanding of local authority capital finance frameworks, including prudential code compliance.
- Proven experience in working collaboratively with cross-functional teams and providing strategic financial insight at the leadership level.
