About the Role
As aLocality SaLT Manager, you will lead and develop specialist speech and language therapy services across North Yorkshire, including provision for Youth Justice, SEMH targeted mainstream settings, and Pupil Referral Services. Youll manage frontline staff, design innovative service models, and act as an expert witness in tribunals. As one of a team of 4 managers at this level across our large county you will benefit from excellent peer support.

The Inclusion Service works in partnership with all schoolsand settings within North Yorkshire to promote the inclusion, participation andachievement of children and young people with SEND. These services areallocated into SEND hubs, coordinating provision at a locality level acrossCYPS as a whole, to ensure needs are met holistically. This role involves a highlyspecialist level of spoken communications, so a confident use of Englishlanguage is required.
Job purpose
To carry out theprofessional responsibilities of a Speech and Language Therapist with highlyspecialist caseloads including the Youth Justice service, Personalised LearningCollege and learners who have been permanently excluded from school. To developsystems and practice within these clinical services which are based in evidenceand ensure efficient service delivery. To develop and coordinate speech andlanguage therapy services within the locality including allocation of statutoryadvices and tribunal mandated input. including developing new services to theYouth Justice service, SEMH targeted mainstream provision and Pupil referralservices. Over time there may be further services/contracts in the locality allof which will require service design and implementation. To ensure thatservices are delivered and developed in line with current best practice andevidence. To improve the communication skills of the learners by directintervention, and developing the skills and resources of the staff.
Operational Management: Working with the professionallead, based on an expert level of CPD and awareness of trends in the field,develop and deliver specialist services within the local authority, advisingthe professional lead as appropriate within your area of clinical specialismWork across services including Early Help, schools, settings and with healthcolleagues to develop services which ensure SLCN is accurately identified andneeds supported early Development of innovative approaches and programmes tomeet needs of children and young people in schools and settings, includingestablishment of new S< services to the YJS, PRS, and for pupils attendingthe SEMH TMP. Establish the needs of these settings, and develop a serviceoffer which includes both a whole setting, screening, and individual levelinput. Organisation of CPD programmes for schools and settings, Councilcolleagues and parents/carers to build capacity in meeting the needs ofchildren with SEMH Ensure principles of case work and key working areembedded across the team Lead on the most complex casework of children andyoung people with SEMH ensuring a co-ordinated programme of support to meetneeds. This may include acting as expert witness in the SEND tribunal, anddeveloping Council position statements on areas of SLCN. Ensure monitoring ofthe key performance indicators and impact of the team in meeting needs ofchildren with SLCN Ensure the statutory responsibilities of the localauthority for individual children are fully implemented in the area andmonitored on an ongoing basis Provide data on children and young peoplesprogress and outcomes to inform LA data collection and analysis, servicedevelopment and professional performance management. Support and adviseeducation staff, children and young people and parents on a wide range oforganisational and curriculum issues relating to Speech Language andCommunication Needs across the 0 25 age range. Model and coachinterventions with education settings and families. Work creatively andproblem solve to ensure positive outcomes for children and young people withSLCN. To contribute to reports, reviews and re-assessments as required by theSEND team as part of the statutory process, within their professional role.To supervise and manage the therapy teamwithin the locality, this will alsoinclude developing placements and supervision for apprentices and working withthe universities to offer student placements Prioritise and manage ownworkload within the boundaries of the role, and as advised by professionallead. Ensure that all work is planned for maximum efficiency and minimaltravel. Communications: Develop partnerships across agencies, particularlywith private S< providers, NHS commissioners and providers, and social care,in order to deliver efficient services which best meet needs Develop a rangeof appropriate information / supporting materials (including web[1]based)to support schools and families. Use clear, accessible language whencommunicating. Ensure clarity and specificity in describing the service offerin order to manage expectations of the teachers and the service usersfamilies. Effectively communicate needs, outcomes and provision required inwritten reports to contribute to statutory SEND process. Keep up to date withbest practice and contribute to the professional development of staff bothinternally and externally Partnerships / corporate working: To act as expertwitness at tribunals. To work as part of an established, multidisciplinarylocality hub team based on a flexible approach to support To develop newspecialist services as required within the locality, particularly around SEMH,and for multiply vulnerable young people Develop and sustain integratedworking and effective relationships with health, statutory and voluntaryagencies, and professionals within the broader range of services for childrenand families to support children and young people Share experience andprovide professional advice and guidance to other agencies as required, workingas closely as possible to ensure holistic support. Resource management:Management of staffing budget and specialist resources budget of approx. Toadvise and support the professional lead in developing CPD plans for the teamTo effectively advise schools, settings and parents / carers on appropriateresources to support speech, language and communication development. OFFICIALSystems and information: Provide data on children and young peoples progressand outcomes to inform LA data collection and analysis, service development andprofessional performance management. To keep appropriate and timely recordsand case notes. Strategic management: Work within the boundaries and ethos ofschool/service policies and procedures. Safeguarding: Ensure appropriateconfidentiality in all interactions. Be responsible for promoting andsafeguarding the welfare of young people and vulnerable adults that you areresponsible for and come into contact with. Involve learners when takingactions that concern them. Communicate, record and report actions andoutcomes using the most appropriate format e.g., service recording forms.Ensure that information sharing protocols for children and young people, andtheir families, as set out in the General Framework for Information Sharing inNorth Yorkshire (2005) are adhered to.
