This is a key role in shaping the future of the Council's Enterprise Resource Planning (ERP) services. The Specialist Programme Manager will lead a major programme to evaluate the Council's requirements, procure the most appropriate future solution and ensure the programme delivers value for money while supporting the Council's wider priorities.
The role will take responsibility for the programme from evaluation and procurement through to implementation and, where required, transition. This includes establishing strong programme governance, developing delivery plans, managing finances and risks, coordinating resources and ensuring that dependencies and contingency arrangements are understood and effectively managed.
Working across the organisation, the Specialist Programme Manager will bring together colleagues from Technology, Digital, Transformation and Council services, alongside technology partners and suppliers. The role will provide the coordination needed to turn business requirements into a prioritised programme of work and ensure that organisational, service and customer needs remain central to decision-making.
As a high profile programme, there will be regular engagement with senior leaders and elected Members, providing clear reporting, advice and assurance throughout the process. The role therefore combines programme leadership with commercial and procurement activity, stakeholder engagement and organisational change, helping the Council make a significant long-term decision about one of its core corporate digital platforms.
We are looking for an experienced programme professional with a strong track record of leading large, complex programmes, ideally involving ERP systems, technology change, procurement or outsourcing. You will be comfortable bringing structure and direction to a programme with multiple workstreams, dependencies and stakeholders, while maintaining effective control of delivery, risk, finance and resources.
You will have excellent organisational and programme management skills, supported by knowledge and practical application of recognised project and programme management methodologies. You will be confident developing plans, coordinating competing priorities and using appropriate planning and control tools to provide clear forecasts and assurance throughout the programme.
Strong communication and stakeholder‑management skills will be essential. You will need to work effectively with colleagues across Technology, Transformation and Council services, as well as external suppliers and partners. The role also involves providing clear advice, reports and presentations to senior managers, Directors and elected Members, so the ability to explain complex issues clearly and support effective decision‑making is important.
A relevant degree or equivalent professional management or IT qualification is required, together with significant programme or project management experience and experience of delivering large and complex projects. Experience of working within local government, alongside business analysis and change teams,
