Main duties of the job

ICT - Driving Technological Transformation

An exciting opportunity has arisen to join the Wiltshire Council ICT department working in the Enterprise Architecture Team, delivering new solutions for Wiltshire Council.

As a Solutions Architect, you will provide architectural expertise and direction to different council services, programmes, projects, and all levels of management on the council's technical capabilities. You will lead decisions for designing correct technical solutions that meet business requirements and produce artefacts such as visions, roadmaps, and high and low-level designs.

We are looking for a candidate with experience or familiarity with Architecture Description Language, such as UML, and relevant knowledge and experience gained by working in ITIL, Prince2, or MSP. To excel in this role, you need to possess a good working knowledge of IT principles and enterprise products, with the ability to make recommendations.

Job responsibilities

The overall duties and responsibilities are

  • To provide expert architectural expertise and direction to council services, programmes/projects, and all levels of management on the council's technical capabilities. This role will be primarily council services facing.
  • Lead on architectural decisions for designing the correct technical solutions that meet the business requirements in line with the Enterprise Architecture. Produce architectural artefacts such as visions, standards, roadmaps, high-level designs, and low-level designs.
  • Ensure that the solutions and services designed and implemented are compatible with the overall ICT architecture, considering future roadmaps and maintenance.
  • Collaborate with directors, heads of service, product owners, business partners, and subject matter experts to create clear and concise documentation detailing complex technical solutions, with the ability to translate these solutions into understandable language for different audiences.
  • Have a good understanding of business challenges, especially those common in local government, and address them with technology where appropriate within the council's technical capabilities.
  • Work closely with the Enterprise Architect to influence strategic planning and direction of the council's technical capabilities, using knowledge of business challenges.
  • Collaborate with Product Owners to ensure the strategic direction of in-house built applications aligns with the Enterprise Architecture and Technology Plan.
  • Understand and maintain architectural visions and work with Senior Solution Architects to transition from concepts to detailed designs for delivery.
  • Stay updated on Cyber Security standards and security architecture, such as Secure by Design principles, ensuring solutions apply CIA principles (Confidentiality, Integrity, Availability).
  • Maintain architectural and technical artefacts related to the council's current capabilities and roadmaps.
  • Maintain knowledge of emerging technologies, trends, and best practices to support the council and aid decision-making, sharing knowledge with team members and engineers.
  • Build, develop, and maintain productive relationships with internal stakeholders, partners, and external organizations.
  • Lead effectively and coordinate working groups involving both technical and non-technical participants, even though this role will not have line management responsibilities.
