A Skipper has overall command of the Vessel and is authorised to perform whatever acts are necessary for the safe, efficient and proper operation of the vessel.
The Skipper's primary considerations must be the safety of life; the safety of the vessel and the prevention of pollution and these considerations must override all other obligations including schedule, expense or convenience. In matters of safety, the Skipper has authority to take whatever actions he considers to be in the best interest of his vessel. The Skipper should not hesitate to request Management assistance or support should he consider it necessary.
