Job summary

BRE is a world-leading organisation for innovation, science and data in the built environment. We seek a Site Minor Works Manager in Watford to lead a portfolio of estates projects, from scoping to handover, ensuring safety, cost control and minimal disruption.

You will coordinate internal teams and external contractors, driving procurement and governance while improving site resilience. You will report into the Estates function and manage commissioning, documentation and stakeholder engagement

Qualifications

  • Experience delivering estates, engineering, construction or infrastructure projects.
  • Strong project management skills across planning, budgeting, scheduling, risk management and handover.
  • Knowledge of contractor management, construction health and safety requirements, and CDM regulations.
  • Experience managing suppliers, procurement activities and project finances.
  • Excellent communication and stakeholder management skills, with the ability to influence and challenge where required.
  • Strong organisational skills, attention to detail and a proactive approach to problem solving.

Are you an experienced project professional with a background in estates, engineering, construction or infrastructure delivery? This is an opportunity to take ownership of a varied and impactful portfolio of minor works projects that directly support operational performance, compliance and customer delivery.

As Site Minor Works Manager, you'll lead projects that improve buildings, infrastructure and technical facilities, ensuring they are delivered safely, efficiently and with minimal disruption to business operations. With responsibility for a portfolio of projects, you'll play a key role in enhancing the site's capability and long-term resilience.

About The Role

Reporting into the Estates function, you'll manage a portfolio of minor works projects, overseeing the full project lifecycle from initial scoping through to commissioning and handover.

You'll work closely with operational teams, technical specialists and external contractors to understand requirements, develop robust project plans and ensure works are delivered safely, on time and within budget. The role combines project management, stakeholder engagement, contractor management and commercial oversight, offering excellent variety and visibility across the site.

This is a hands-on delivery role where you will influence priorities, manage risk, maintain strong governance and help ensure the estate continues to support critical business activity.

Key Responsibilities
  • Lead the delivery of a portfolio of estates-related minor works projects from concept through to completion.
  • Work with site stakeholders to understand requirements, define project scope and establish clear success criteria.
  • Develop project plans, schedules, budgets, business cases and risk assessments.
  • Manage procurement activities including specifications, quotations, tender evaluations and supplier appointments.

  • Coordinate works to minimise disruption to operational activities, customers and site users.
  • Ensure appropriate health, safety and CDM requirements are in place and consistently followed.
  • Track project progress, quality, risks and milestones, providing regular updates and reporting to senior stakeholders.
  • Manage commissioning, documentation and handover activities, ensuring all records, certifications and asset information are complete.
  • Build strong relationships with stakeholders and use lessons learned to continuously improve future project delivery.
What We're Looking For

We're looking for a practical and commercially aware project professional who can confidently manage multiple projects while maintaining high standards of safety, quality and stakeholder engagement.

Essential
  • Proven experience delivering estates, engineering, construction, facilities, infrastructure or building-related projects.
  • Strong project management skills across planning, budgeting, scheduling, risk management, change control and project handover.
  • Knowledge of contractor management, construction health and safety requirements, and CDM regulations.
  • Experience managing suppliers, procurement activities and project finances.
  • Excellent communication and stakeholder management skills, with the ability to influence and challenge where required.
  • Strong organisational skills, attention to detail and a proactive approach to problem solving.
Desirable
  • Qualification in engineering, construction, building services, project management or a related discipline.
  • PRINCE2, APM or equivalent project management accreditation.
  • IOSH or NEBOSH qualification.
  • Experience working in laboratory environments, test facilities or other operationally critical estates.

Work Location Options

On-Site – This role requires a near full-time presence at our Watford office. You must live within a commutable distance and be on‑site 4 out of 5 days per week.
