Job summary

BRE is seeking a highly organized Facilities & Compliance Officer to lead the estates compliance programme at the Watford site on a 12-month fixed-term contract. You will manage statutory inspections, maintenance planning and records, coordinating with internal teams and contractors to ensure safety, compliance and continuous improvement.

The role requires experience in estates/FM, strong knowledge of statutory requirements, and a proactive approach to risk management.

Qualifications

  • Experience in Estates, FM, or regulated environments.
  • Understanding of statutory building compliance requirements.
  • Knowledge of fire safety, asbestos, water hygiene and electrical/gas safety inspections.
  • Experience coordinating contractors, inspections and remedial works.
  • Strong record management and audit-ready documentation.

Responsibilities

  • Maintain and manage the Estates compliance framework with schedules and certificates.
  • Coordinate planned preventive maintenance and statutory inspections across the estate.
  • Monitor compliance areas: fire safety, asbestos, water hygiene, electrical and gas safety, lifting equipment.
  • Track defects and remedial actions; ensure timely completion.
  • Manage contracts for hard and soft services; monitor safety and value-for-money.
  • Support contractor control processes and risk assessments; ensure safe systems of work.
  • Coordinate with internal teams and service providers for compliance activities.
  • Carry out site checks and ensure corrective actions are evidenced.
  • Produce regular compliance reports highlighting performance and risks.
  • Contribute to continuous improvement of estates systems and records.

As our Facilities and Compliance Officer, you'll be the driving force behind statutory compliance across our Watford estate, helping to create a safe and well-managed environment while developing and strengthening our compliance processes and standards.

About the role

As Facilities and Compliance Officer, you will take ownership of the Estates compliance programme, ensuring that statutory inspections, planned maintenance activities and compliance records are effectively managed and maintained.

This is a varied role that combines compliance coordination, contractor management, stakeholder engagement and operational oversight. You'll work closely with internal teams, service partners and specialist contractors to ensure maintenance and compliance activities are delivered on time, risks are identified and addressed, and robust evidence is available to support audits and assurance activities.

You'll be responsible for maintaining compliance records and tracking remedial actions, while providing clear reporting and escalation of any risks, overdue activities or compliance concerns. Your work will help ensure our buildings, infrastructure and services remain safe, legally compliant and operationally effective.

Key responsibilities

  • Maintain and manage the Estates compliance framework, including compliance schedules, asset records, statutory certificates and supporting documentation.
  • Coordinate planned preventative maintenance and statutory inspections across the estate.
  • Monitor compliance requirements relating to areas such as fire safety, asbestos management, water hygiene, electrical and gas safety, lifting equipment and pressure systems.
  • Track defects, audit findings and remedial actions, ensuring issues are assigned, monitored and brought to completion.
  • Manage nominated hard and soft services contracts, monitoring performance against safety, service, quality and value-for-money expectations.
  • Support contractor control processes, including review of competencies, insurance, risk assessments, permits and safe systems of work.
  • Work collaboratively with internal stakeholders, contractors and specialist service providers to coordinate compliance and maintenance activities.
  • Carry out or support compliance inspections and site-based checks, ensuring corrective actions are completed and evidenced.
  • Produce regular compliance reports, highlighting performance, risks, overdue actions and areas requiring management attention.
  • Contribute to the continuous improvement of Estates systems, processes, record management and compliance reporting.

What we're looking for

We're looking for a highly organised and proactive individual who can manage multiple compliance activities, maintain accurate records and confidently engage with a range of stakeholders.

You'll ideally have:

  • Experience within Estates, Facilities Management, Property, Engineering, Construction or another regulated operational environment.
  • A good understanding of statutory building compliance requirements and planned maintenance programmes.
  • Knowledge of key compliance disciplines such as fire safety, asbestos, water hygiene, electrical safety, gas safety and other statutory inspection regimes.
  • Experience coordinating contractors, suppliers, inspections, maintenance activities and remedial works.
  • Strong record-management skills with excellent attention to detail and the ability to maintain audit-ready documentation.
  • The confidence to identify risks, challenge incomplete information and escalation issues where necessary.
  • Excellent communication and stakeholder management skills with the ability to build strong working relationships.

Desirable

  • A relevant qualification in facilities management, engineering, property, compliance, health and safety or a related discipline.
  • Experience using CAFM systems, compliance management tools or contractor management platforms.
  • Experience supporting audits, compliance reporting, contractor assurance activities or service contract reviews.
  • Membership of a relevant professional body, or a willingness to work towards professional accreditation.

Work Location Options

On-Site - This role requires full-time presence at our Watford office. You must live within a commutable distance.
