Job summary

Axis CLC Group is seeking a proactive Site Manager to lead a major works programme across Portsmouth, Brighton and surrounding areas. You will manage refurbishment and planned maintenance in occupied social housing, taking responsibility for safety, quality, programme, cost control and resident satisfaction.

Key duties include planning, coordinating access and resources, CDM compliance, quality checks, and hands-on leadership of subcontractors, with strong client-facing and resident liaison

Qualifications

  • Proven experience managing major works in occupied social housing.
  • Strong knowledge of building fabric, refurbishment sequencing and safety.
  • CDM Regulations knowledge with RAMS review.
  • Experience coordinating subcontractors across live sites.
  • Confident communicator with client-facing and resident liaison skills.
  • Proficient in Microsoft Office and site-record systems.
  • Full UK driving licence and willingness to travel across the South East.
  • Enhanced DBS, SMSTS, First Aid and CSCS card are required.
  • Desirable: Scaffold Inspection, Asbestos Awareness and Temporary Works Supervisor training.
  • Trade background or construction management qualification preferred but not essential.

Job description

The Role

We’re hiring a proactive and experienced Site Manager to lead Guinness’s Major Works Programme across Portsmouth, Brighton and the surrounding areas. You’ll manage refurbishment and planned maintenance projects in occupied social housing, taking responsibility for safety, quality, programme, cost control and resident satisfaction.

What You’ll Do
  • Project delivery: Manage the day-to-day delivery of major works, refurbishment and planned maintenance projects in occupied homes. Works may include cyclical decorations, roof renewals, window and door replacements, external fabric repairs, heating and other M&E upgrades, and communal area refurbishment.

  • Planning and coordination: Review scopes, specifications and drawings; prepare project and short-term programmes; coordinate access, labour, materials, plant and site logistics; and ensure the works are properly planned before they begin.

  • Health, safety and CDM compliance: Ensure legislation, company procedures and site-specific controls are followed. Review subcontractor RAMS and competence before authorising work, deliver inductions and toolbox talks, maintain the Construction Phase Plan and required site records, and report incidents and near misses promptly.

  • Quality assurance: Carry out regular inspections and quality checks, maintain inspection and test plans where required, manage snagging and defects, and ensure workmanship complies with the specification, contract and Axis standards.

  • Programme and productivity: Monitor progress against the agreed programme, coordinate resources and supply chain performance, identify delays and risks early, and maintain accurate site diaries, photographs, trackers and weekly reports.

  • Resident and stakeholder liaison: Work closely with Guinness, the project team and Resident Liaison Officers. Coordinate resident access and appointments, provide clear updates, respond promptly to concerns and minimise disruption within occupied homes.

  • Leadership and subcontractor management: Provide clear on-site leadership to trades and subcontractors, set expectations, monitor performance and competence, and address safety, quality, conduct or productivity issues promptly.

  • Commercial awareness: Support the Contract Manager and Quantity Surveyor with cost control, valuations and variations. Ensure additional works are recorded, supported with evidence and authorised in accordance with the project process.

About You
  • Proven experience managing major works, refurbishment or planned maintenance projects, ideally within occupied social housing.

  • Strong technical knowledge of building fabric, refurbishment sequencing, quality standards and safe delivery in occupied properties.

  • A strong understanding of health and safety legislation and CDM Regulations, with experience reviewing RAMS and implementing safe systems of work.

  • Experience coordinating subcontractors and multiple trades across one or more live sites.

  • A confident communicator with strong client-facing, resident liaison and problem-solving skills.

  • Competent in Microsoft Office and digital systems used for site records, reporting, photographs and programme updates.

  • A full UK driving licence and flexibility to travel between sites across the South East.

  • Ability to provide an Enhanced DBS certificate or willingness to complete the required checks.

  • Valid SMSTS, First Aid certificate and CSCS card are required.

  • Scaffold Inspection, Asbestos Awareness and Temporary Works Supervisor training are desirable.

  • A trade background, HNC/HND or equivalent construction management qualification is preferred but not essential.

  • Able to prioritise effectively, work under pressure, meet deadlines and attend occasional resident or client meetings outside normal working hours when required.
