Job Purpose:
The Site Operations Senior Infrastructure, Utilities and Integration Delivery Lead reports directly to the Site Operations Infrastructure, Integration, Utilities & Projects Service Manager. They are responsible for supporting the strategic direction and leadership of all activities related to the lifecycle delivery of their assigned areas. They deputise for the Service Manager and ensure the efficient delivery of support services in accordance with safety, quality, time, and cost parameters to meet the HPC construction project's needs. The role is a subject matter expert in HPC construction site utilities and infrastructure, providing technical input during planning, preparation, and operations. The post also involves line management responsibilities for the Site Operations Delivery Lead in their specific areas.
Key Responsibilities:
- Ensure the safe, timely, and efficient provision of infrastructure, including Mechanical and Electrical services, to support a delay-free construction program.
- Manage the technical delivery of construction utility services such as civils, power, water, and IT&T, ensuring compliance with industry regulations and meeting the needs of Tier 1 contractors.
- Engage extensively with Tier 1 contractors, service providers, and regulators to deliver effective and compliant services.
- Support the HPC Area Management model by providing technical decisions and judgments for project best practices.
- Lead the provision of critical site support services to the construction workforce.
- Deputise for the Service Manager in managing budgets (up to £250m) and ensuring statutory and regulatory compliance.
- Manage stakeholder relationships internally and externally.
- Oversee operational support for electrical and mechanical activities, including team leadership and organization.
- Define work scopes, manage interfaces, and ensure training and mentoring of direct reports and contractor teams.
- Develop strategies aligned with the overall Program Execution Plan (PEP).
- Anticipate and resolve issues related to contracts or work packages, including risk management.
- Prepare monthly reports covering safety, performance, financials, and planning.
- Manage HPC infrastructure, including temporary works design, installation, and maintenance of utilities.
- Maximize contractor team productivity and resource utilization.
- Address construction engineering concerns, coordinate logistics, and manage safety, quality, environmental, and risk aspects.
- Monitor compliance works acceptance and ensure timely delivery of design and construction milestones.
Knowledge, Skills, Qualifications & Experience (Essential):
- Degree or recent senior management experience in a related industrial setting.
- Extensive project management experience, especially in mechanical and electrical installation.
- Deep knowledge of the utilities industry, high voltage systems, and relevant standards/regulations.
- Understanding of CDM, LOLER, and confined spaces regulations.
- Experience with large projects up to £250m budgets.
- Excellent stakeholder engagement and communication skills.
- Management experience on construction sites or high-hazard industries.
- IOSH Construction Safety Qualification, Nuclear Construction Site experience, and other relevant qualifications.
