Job summary

Arabelle Solutions is seeking a Site Facility Manager for a major electromechanical installation at the Hinkley Point C nuclear site. You will define, plan, implement, operate and maintain temporary facilities outside the Turbine Hall including offices, prefabrication workshops, storage and utilities.

Qualifications

  • Higher education qualification in General Services, Facility Management, Technical Building Management, or Civil/Electromechanical Engineering.
  • Extensive experience in a similar role on large-scale industrial construction sites (nuclear, petrochemical, or major infrastructure projects) involving site facilities, temporary utility networks, and subcontractor coordination.

Job description

As part of a major electromechanical installation project at the Hinkley Point C nuclear construction site, the Site Facility Manager is responsible for defining, planning, implementing, operating, and maintaining all temporary facilities located outside the Turbine Hall, including offices, prefabrication workshops, storage areas, and related utilities. The position reports to the Site Administrative & Finance Manager and works closely with the Technical Services and Procurement teams. The Facility Manager is responsible for applying company policies regarding Safety, Quality, and Cost control.

Key Responsibilities and Activities
  1. Planning, Mobilization, and Setup of Temporary Infrastructure
    • On-site mobilization planning: Define and organize—with support from the Site Manager, the Administrative & Financial Manager, and the Home Office—all steps required to open the site (preliminary studies, site layout planning, and identification of technical and logistical needs).
    • Needs assessment & Sizing: Evaluate and plan requirements regarding floor space, capacity, and technical constraints for project management offices, prefabrication workshops, and storage areas.
    • Layout coordination with assembly subcontractors: Manage and coordinate the physical layout of offices and prefabrication areas within the designated site footprint, working closely with assembly subcontractors to ensure smooth logistics and avoid operational conflicts.
    • Temporary infrastructure setup: Actively oversee the installation of site facilities (offices, auxiliary changing rooms, sanitary facilities, etc.), storage areas, access roads, fencing, and safety equipment on the land provided by the client.
    • Temporary utility coordination: Manage the installation and connection of essential site utilities (IT/Internet, electricity, water, telecommunications, and wastewater disposal).
    • Utility connection management: Independently manage the end-to-end distribution and compliance of utility networks, extending from the connection points (tapping points) provided by the client to our offices, storage areas, and prefabrication workshops.
    • Operations & Reliability: Ensure the continuous availability of power and telecommunications services to prevent any disruption to off-site prefabrication activities or administrative operations.
  2. Resource Management, Maintenance, and General Services
    • Temporary infrastructure maintenance: Plan and oversee routine and preventive maintenance for site infrastructure, manage facility modifications, oversee maintenance contractors, and ensure strict regulatory compliance for our facilities.
    • Resource availability: Continuously ensure the availability of the human, material, and technical resources required for the smooth daily operation of the site facilities and logistics areas.
    • Equipment and supply management: Handle the procurement, management, and maintenance of office furniture, IT and telephony equipment, screens, meeting projectors, general office supplies, and consumables.
    • Layout modifications and concurrent operations: Manage, adapt, and reorganize the layout of premises (offices, prefabrication areas, storage) based on construction phase progress, internal staffing changes, and the logistical constraints of our assembly subcontractors.
    • Hygiene and cleaning: Manage and supervise cleaning and waste management services for all our dedicated premises.
  3. Client Shared Services Interface (SPOC)
    • Single Point of Contact: Act as the primary liaison with the end client regarding all matters related to site support services managed directly by them (e.g., site canteens, large communal changing rooms).
    • Data Consolidation: Gather requirements from our teams and relay our inputs (staffing forecasts, schedules, access requests) to the client to ensure our employees’ comfort and access to these shared facilities.
  4. EHS, Security, Risk Management, and Continuous Improvement
    • Compliance with Site EHS Requirements: Ensure strict and absolute adherence to the safety, security, and environmental rules and standards mandated by the nuclear site operator across our entire site base (offices, storage, prefabrication areas).
    • Contribution to Risk Management: Identify administrative and logistical risks associated with the project. Actively participate in defining and implementing preventive and corrective measures in close collaboration with project teams.
    • Continuous Improvement: Identify areas for improvement within our installation and maintenance processes and drive concrete initiatives to boost operational efficiency while optimizing or reducing general service costs.

Candidate Profile Education and Experience Higher education qualification in General Services, Facility Management, Technical Building Management, or Civil/Electromechanical Engineering. Extensive experience in a similar role, specifically gained on large-scale industrial construction sites (nuclear, petrochemical, or major infrastructure projects) involving the management of site facilities (base camps), complex temporary utility networks, and subcontractor coordination.

Required Skills
  • Ability to size temporary installations, design site layout plans, and manage utility/energy network connections.
  • Proven experience in managing logistical interfaces and resolving conflicts arising from simultaneous work activities on the same site.
  • Knowledge of local network deployment (Wi-Fi, server racks) and management of collaborative equipment fleets (screens, projectors).
  • Ability to unite and align various stakeholders (internal teams, installation subcontractors, and the client) around shared layout and space-usage guidelines.
  • Strong ability to work independently to develop and maintain viable technical solutions based on client delivery points.
  • Strong internal customer focus to effectively meet the daily needs of production and project management teams.
  • Ability to communicate and negotiate skillfully with the end client (particularly regarding input for canteen/locker room facilities and the management of utility connection points).
