Overview

SITE ENGINEERING MANAGER, MANCHESTER, CIRCA £80,000 BASIC PLUS GREAT BENEFITS. Major European Company, critical role at key site.

Our client is a leading name in several fields of manufacturing, with a major European and UK presence spanning numerous operational plants. Due to a pending retirement, they are presently seeking a Site Engineering Manager to lead all engineering activities at one of their key manufacturing operations in Manchester.

Responsibilities
  • Lead and oversee all engineering activities at a high-hazard (CoMAH) site to ensure safety, performance and efficiency across production processes, equipment, a large warehouse and multiple fabrication processes.
  • Strategic planning, project management, and cross-functional collaboration to drive continuous improvement, innovation, and cost-effective solutions.
  • Supervise a team of engineers and project managers; manage capital projects (including major projects); ensure compliance with safety and environmental regulations.
Health, Safety and the Environment (HS&E)
  • Accountable for HS&E performance within the engineering department and contribute to site HS&E risk improvement programs.
  • Lead site emergency response in a major incident; act as engineering function lead for internal and external process safety / CoMAH audits.
  • Ensure compliance with regulations (HSE, COSHH, PUWER, Pressure equipment, LOLER, LEV, EAWR) and manage engineering changes through formal change control processes with safety impact assessments.
  • Lead risk assessments for engineering projects, maintenance tasks and equipment modifications; develop and enforce safe systems of work (permits to work, lockout/tagout, confined space).
  • Establish and maintain controls for handling and storing high-hazard chemicals, including loss of containment protection, exotherm management, ATEX zone management and emergency response plans.
  • Ensure adherence to internal standards (machinery guarding, chemical safety, contractor management); ensure staff training and competency in health and safety procedures and emergency response.
  • Demonstrate visible leadership through behavioural safety appraisals and 5S audits with coaching on corrective actions; lead process safety (HAZOP/LOPA) with CoMAH safety reports.
Quality / Cost
  • Understand and own the impact of engineering and maintenance on product quality across operational areas; ensure compliance with ISO 9001, customer specifications and internal QA protocols.
  • Collaborate with production to maintain and improve process controls; lead root cause investigations into engineering failures using structured problem solving (5 Whys, Fishbone).
  • Drive continuous improvement to enhance product quality, reduce defects, and improve process capability (Pareto analysis, Six Sigma, etc.); manage engineering changes with quality impact assessments.
Delivery / Planning
  • Deliver engineering projects on time and within budget; oversee planned, preventive and reactive maintenance to minimize downtime.
  • Lead capital projects planning, budgeting and execution; provide expert technical problem solving; allocate resources to meet site priorities; monitor KPIs such as equipment uptime and project milestones.
  • Engage stakeholders across operations, quality, HSE and supply chain to ensure outputs support broader objectives; manage budgets and maintain documentation for audits and transparency.
  • Create plans for equipment overhaul or replacement for aged assets; implement FMEA across manufacturing assets and align maintenance plans accordingly.
People
  • Provide leadership, coaching and development to engineering staff; foster a high-performance culture and CPD; maintain effective stakeholder communication with operations, quality, HSE and procurement.
  • Promote cross-functional collaboration and resolve conflicts; manage performance, succession planning and employee engagement.
General
  • Major capital project business case development; site facilities maintenance responsibility.
  • Duty holder for electrical safety and Legionella control; responsible for site security; manage on-call rota and be part of emergency call-out team.
Person Specification
  • ONC or HNC time-served apprenticeship; Bachelor’s degree in Engineering preferred but not essential.
  • Professional certifications (e.g., Chartered Engineer, Six Sigma, Lean, PMP).
  • 10+ years of engineering experience in manufacturing/process industries; 5+ years in leadership roles managing engineering teams and capital projects.
  • Proven track record delivering capital projects, process improvements, and maintenance strategies; strong understanding of HSE, quality, and regulatory standards.
  • Project management, process improvement, data-driven decision making, risk management and strategic thinking abilities.
