Randstad CPE is seeking an experienced Site Engineer for a Water Infrastructure project in Waterlooville, Hampshire. This long-term ECI phase contract involves setting out, survey verification, utility tracing, and early civils works within the AMP8 framework.

You will lead front-line engineering, manage permits, review design drawings, and supervise specialist teams to ensure compliance with water authority standards. Start date: ASAP.

Formación

• Water sector delivery experience on UK civil/asset upgrade schemes.
• ECI and ground investigation exposure in early site setups.
• HND/ HNC or Degree in Civil Engineering (or equivalent practical experience).
• Mandatory CSCS, SSSTS/ SMSTS, and EUSR Water Hygiene.

Site Engineer (Water Infrastructure / ECI Phase)

Location: Waterlooville, Hampshire

Contract Rate: £350 - £400 per day (LTD - IR35 Determination Pending)

Duration: Long-Term Contract (AMP8 Framework)

Start Date: Immediate / ASAP

Project Overview

We are seeking an experienced Site Engineer to join a principal delivery contractor on an Early Contractor Involvement (ECI) and initial site preparation phase for a key Water Treatment Works (WTW) scheme in Waterlooville.

This long-term contract offers excellent project continuity as it transitions from early site investigation, utility tracing, and constructability planning through to full civil engineering delivery under AMP8. You will lead front-line engineering setting out, survey verification, and technical oversight across ground investigations, service mark-outs, and early works civil infrastructure.

Key Responsibilities

• Setting Out & Surveying: Execute precise setting out and topographic verification for ground investigations, trial holes, utility diversions, deep drainage, and site establishment works using modern GPS and Total Station equipment.

• Service Avoidance & Permits: Issue and enforce Permits to Dig, conducting comprehensive underground utility location checks using CAT & Genny equipment prior to breaking ground.

• Technical Interface: Review design models and construction drawings to resolve Technical Queries (TQs) and Requests for Information (RFIs) early during the ECI stage.

• Quality & Assurance (QA): Implement Inspection and Test Plans (ITPs), track site tolerances, record daily site diaries, and ensure strict compliance with client specifications and water authority standards.

• Site Supervision: Work alongside the Site Manager and General Foreman to supervise specialist survey teams, ground investigation contractors, and early civils gangs.

Requirements & Qualifications

• Water Sector Background: Proven track record as a Site Engineer delivering civil engineering or asset upgrade schemes on UK water or wastewater facilities (WTW / WwTW).

• ECI / Ground Investigation Experience: Practical setting out experience on early site setups, trial hole investigations, utility tracing, and groundworks.

• Qualifications: HND, HNC, or Degree in Civil Engineering (or equivalent practical industry experience).

• Mandatory Tickets:

  • Valid CSCS Card (Gold / Black or Academic/Professionally Qualified)

  • SSSTS or SMSTS

  • EUSR National Water Hygiene Card

• Desirable: First Aid at Work, CAT & Genny / Service Avoidance training, and Temporary Works Supervisor certification.
