Job summary

A humanitarian relief organization in Birmingham is seeking a Construction Project Manager to oversee the implementation of WASH and community infrastructure projects. The ideal candidate will have a Bachelor's degree in Civil Engineering, with at least 3 years of relevant experience in construction management. Responsibilities include site supervision, ensuring compliance with safety and quality standards, and reporting progress. This position offers an opportunity to make a significant impact in the community and requires fluency in Dari and/or Pashto.

Qualifications

  • Minimum 3 years’ experience in WASH and community infrastructure projects.
  • Ability to read and interpret technical drawings, BOQs and specifications.
  • Good knowledge of sanitation facility construction standards.

Responsibilities

  • Coordinate with the IRW technical team and supervise construction.
  • Conduct daily site inspections and monitor construction progress.
  • Prepare and submit progress reports to management.
  • Carry out daily site inspections and maintain quality control records.
  • Verify setting out, levels, dimensions and alignment of all structures.
  • Check that construction materials comply with specifications and approved samples.
  • Monitor construction progress against work plans and timelines.
  • Identify technical issues on site and propose practical solutions.
  • Ensure defects and non-compliance are corrected promptly.
  • Support contractor mobilization and supervise skilled and unskilled labor.
  • Ensure implementation of site safety measures and use of PPE.
  • Monitor environmental safeguards including protection of water sources and safe waste disposal.
  • Report accidents, safety risks and near-miss incidents immediately.
  • Coordinate with community or returnee comp leaders and WASH committees to ensure community participation and ownership.
  • Support awareness on proper use and maintenance of WASH facilities.
  • Prepare and submit daily, weekly and monthly progress reports.
  • Maintain proper records of drawings, site instructions, variations and measurements.
  • Assist in site assessments, measurements and quantity verification.
  • Support final inspections, snag lists and handover of completed facilities.
  • Perform any other duties as assigned by the Project Engineer or Program Management.

Job description

The following are the main responsibilities that the role holder will be accountable for:

  • Closely coordinate with IRW technical team for technical guidance and project lead for approvals.
  • Supervise construction of latrines, bathing units, handwashing stations, water points, drainage systems and other community infrastructures.
  • Ensure all construction works are implemented in accordance with approved drawings, BOQs, specifications and IRW standards.
  • Carry out daily site inspections and maintain quality control records.

Knowledge, Skills and Qualifications (Bullet Points)
