Overview

The Service Manager is responsible to the Head of Services for ensuring the successful delivery of key service developments and operational performance that support the development of effective high quality Care Pathways. Working closely with operational management colleagues and colleagues in corporate services. As a member of the Divisional Core Leadership team the Service Manager will play a leadership role in implementing the Division's strategic goals and objectives. The Service Manager implements agreed plans focused on Divisional priorities that ensure service user safety and adherence to quality standards. They will have operational responsibility for an area of health and social care services within the Division. As a senior manager the Service Manager will operate within the guidance and direction of the Head of Services. The Service Manager will work closely with the senior management teams of other Divisions to ensure the effective co-ordination and operational delivery of Health & Social care services in HPFT.

Main duties of the job

The main focus of the role will be in leading and developing services within the NHS Talking Therapies Services, as well as contributing to the overall strategic direction and delivery of adult mental health services within the county as a whole, across the full adult pathway.

Maintain high quality primary care mental health services for people of all adult age while implementing a programme of change.

You will support the delivery of services taking account of the Trusts transformation agenda ensuring a cohesive, effective and seamless service is provided for service users.

Support the delivery of effective services for the Division, working on a whole systems basis to achieve required levels of performance.

Work with key stakeholders to engage them in developing the Division's strategic direction and participating fully in the priorities and work programmes.

Job responsibilities

Key responsibilities will be to:

  • Maintain high quality NHS Talking Therapies services for people of all adult age while implementing a major programme of change.
  • Take responsibility for an area of service ensuring the provision of safe and high quality care as required.
  • Support the effective operational management of all care pathways, requiring effective liaison and co-ordination with clinicians, managers, primary care and other independent contractors.
  • Support the establishment of clear frameworks and processes by which the Division will manage and monitor capacity on a day to day basis, ensuring effective escalation arrangements are in place to maintain safety with the ability to respond where capacity issues present a challenge.
  • Support the development and delivery of services for health promotion and prevention, working closely with other agencies.
  • Support compliance with all statutory requirements (e.g. CQC, HSE) and implement relevant assurance systems to demonstrate compliance.
  • To work with the Head of Services to implement care pathways that deliver cohesive and effective seamless service to the service user, embedding models of recovery and creating new organisational arrangements in the form of networks and service solutions to facilitate this approach. Ensure that the voice of service users and carers is well represented in service planning and delivery.

Person Specification
Knowledge & Experience
  • First degree or equivalent and extensive operating at a middle management level in a large complex organisation.
  • Evidence of continuous professional and management development showing a combination of short courses, structured self study or formal management courses.
  • Specialist knowledge of a number of disciplines acquired through training and experience over a significant period.
  • Programme and project management qualifications
  • Breadth of knowledge across all health and social care services from primary to tertiary care
  • Experience of working in mental health inpatient services
Knowledge
  • Knowledge of National policy and standards of governance.
  • Knowledge of NHS and local Government strategies, policies and plans, in particular those linked with the reshaping of Mental Health and Learning Disability services.
  • Experience of working with clinicians and multi professional teams in achieving service improvement.
  • Experience of working with partners and stakeholders in delivering changes to services.
  • Extensive experience of working at a senior level in a large, complex organisation.
  • Experience of managing staff and working with staff TUs/staff representatives.
  • Track record in delivering financial plans and budgetary management
  • Evidence of achieving targets and objectives within a challenging environment.
