CEMP is seeking two Service Managers for the Corporate Parenting Service in Norfolk. These roles require strong leadership and management skills to deliver high-quality care for Looked After Children and Care Leavers, providing support to team managers and collaborating with partners to meet needs effectively.

I am Becky Harris-Cook, Head of the In Care and Life Beyond Care services and the Unaccompanied Asylum-Seeking Children Service in Norfolk. We are recruiting two Service Managers for our Corporate Parenting Service, one for the In Care Service and one for Life Beyond Care, both countywide.
As a leader, you will support Team Managers to ensure effective, child-centred service delivery for children, young people, their families, and networks across Norfolk. You will be part of the extended Senior Management Team, sharing responsibility for managing and delivering Corporate Parenting services. You will also oversee social care practice operationally across the county, working with the Head of Service to improve outcomes so that children in care and care leavers flourish.
In line with new working practices, you will support the Head of Service in maintaining effective communication and practice standards across the service, organization, and with external partners. You will embed core working methods within the workforce and collaborate with partners to identify and meet needs, ensuring positive outcomes for children and young people in Norfolk.
The role requires excellent communication and diplomacy skills, relationship-based practice, and a dynamic, enthusiastic approach. You should possess strong strategic and analytical skills, capable of using data for evidence-based decision-making, policy development, and managing complex issues with creative, bespoke care planning.
Applicants must have at least two years of management experience in a local authority social care setting, a Social Work qualification, registration with Social Work England, and experience working with children or young people as Looked After Children or Care Leavers.
