Overview
In conjunction with the Directorate Manager (DM), Clinical Director (CD) and Matron the post holder will work across organisational boundaries to ensure appropriate services are in place and to deliver national and local strategic and operational service objectives and standards. The Service Manager is responsible for working with the DM to ensure the efficient and effective day-to-day running of the Endoscopy, Gastroenterology & Hepatology Services within the Gastroenterology, Endoscopy and Hepatology (GEH) Directorate and delivering quality, performance and financial plans, achieving key service improvements within the GEH Directorate and line managing appropriate staff within designated clinical units. As part of the GEH Directorate leadership team the post-holder will develop and implement Directorate plans to secure the agreed objectives for the GEH Directorate and make a positive contribution to delivery of health care across the local health community.
Responsibilities
Service Delivery
- The post holder supports the DM within the GEH Directorate in the achievement of all elective access targets.
- Provide assurance to the Trust team regarding management of patient pathways to meet RTT pathways and targets.
- Oversee day-to-day management of all waiting lists, applying best practice (PTL Management) in line with national recommendations.
- Ensure regular routine validation to keep waiting lists clean and up to date.
- Ensure systems are in place to deliver the Directorate patient access targets, via new processes and procedures and weekly updates to the DM.
- Share responsibility with other Service Managers in the Directorate for operational management of Endoscopy, Gastroenterology & Hepatology waiting lists to monitor and achieve quality, productivity and profitability targets.
- Continually monitor service capacity to meet demand and national/local targets.
- Inform the DM of probable breaches and agree plans to eliminate them; develop access plans for patients at risk of breach and ensure staff are informed and in agreement.
- Coordinate patient bookings in line with clinical priority and waiting times; oversee Medirota reflections of clinical activity.
- Provide broad oversight and ongoing support to Day Case Units and Wards, escalating concerns as required.
- Organise and arrange extra outpatient/inpatient lists as required and in consultation with the Directorate team; arrange access to additional lists as needed/available/ affordable.
- Travel between the John Radcliffe Hospital and the Horton Hospital in Banbury as required.
Service Development
- Contribute to strategic planning of GEH Directorate services, identify future resourcing needs and ensure contractual and other requirements are met.
- Develop best practice, service modernisation and improvement plans; identify gaps to enhance patient experience and value for money.
- Facilitate change across organisational boundaries, monitor action plans and ensure completion.
Business Planning and Financial Management
- Work with the CD and DM to formulate a viable business plan for designated Clinical Units and the GEH Directorate, aligning with the Trust plan and trends.
- Assist the DM in preparing the Annual Business Plan and business cases; develop cost improvement plans (CIPs) and monitor delivery where designated.
- Be accountable for delegated budgets and ensure financial balance; check incoming invoices for accuracy.
Performance Management
- Assist the DM in delivering and monitoring performance against targets (activity, finance, outcomes, utilisation) and address variances.
- Assist in preparing monthly activity and trend reports for forecasting performance against financial, service and quality targets.
- Assist in effective establishment control within the GEH Directorate budget.
Project Management
- Manage and control delegated service development projects within timescales; work with staff to ensure delivery including external partners as needed.
- Provide progress and final reports to deadlines, present findings to stakeholders, manage project resources and budgets where required.
- Develop communication mechanisms to involve patients, carers, the public and staff in projects and communicate plans and outcomes.
Human Resources Management
- Lead, manage, motivate and develop staff; maintain high morale and openness.
- Communicate objectives, plans and progress to staff; ensure staff contributions are heard and reflected in decisions.
- Identify training and development needs and reflect in annual plan; line manage designated staff per HR policies and procedures.
- Develop local workforce plans with the DM, CD, Matron and HRBP; focus on workforce productivity and engagement.
- Ensure recruitment, appraisal, performance management and other HR practices meet Trust policies; optimise skill mix and deployment to meet patient needs within budget.
Qualifications and Experience
- Management qualification or equivalent
- Educated to degree level or equivalent experience
- GCSE English and Maths at grade C or above; experience analyzing and interpreting complex data sets
- Knowledge of RTT pathways
- Excellent interpersonal, negotiating and communication skills (written and spoken); ability to present and write reports
- Understanding of budget/finance management

- Working knowledge of hospital systems
- Ability to undertake audits; acute operational management experience
- Experience managing and motivating teams
- EPR experience
- Minimum of 3 years NHS experience
- Experience using ORBIT+
- Knowledge of Trust policies and procedures; awareness of HR, finance and business development
