Role Purpose
- The role involves working closely with planning and other colleagues across the Council to shape new developments, provide transport planning advice for decision-making, review and update transport-related planning policies, and contribute to masterplans, town centre, and area-based strategies.
Responsibilities
- Provide timely, accurate advice for applications of significant value (individual application value of £30,000 and up) to ensure decisions are made promptly.
- Represent the council at chargeable pre-application meetings for complex schemes to support income targets.
- Consider risks related to the Council’s statutory and public commitments on transport, and implement actions to mitigate these risks.
- Support strategic relationships between the Council and Transport for London.
- Assist in preparing and presenting reports and briefings to Members, Cabinet, Planning Committees, and other bodies, including leading or supporting meetings as necessary.
- Support highways and transport matters in planning appeal work at hearings, examinations, and inquiries.
- Undertake other duties as required by the Local Planning Authority, appropriate to the role.
- Engage with Council officers, developers, and agents to discuss issues and find solutions, ensuring standards are met.
- Contribute transport policy input to local plan policies, supplementary planning documents, briefs, and masterplans.
- Advise on implementing active and sustainable travel infrastructure, consulting with the public and stakeholders.
- Support the team in delivering sustainable transport policy objectives through planning and development processes.
- Assist in negotiating financial contributions for transportation services and infrastructure from planning applications.
- Provide pre-application advice on transport implications and assist in scoping transport assessments, safety assessments, and travel plans.
Requirements
- Understanding of the UK planning process and its integration with your work.
- Knowledge of relevant highways and transport policies and standards (e.g., London Plan, Manual for Streets).
- Experience in a similar role within a local authority context.
- Strong knowledge of street design, especially in delivering high-quality streets through planning.
- Experience in development planning at strategic scales.
- Knowledge and experience promoting sustainable transport options like public transport, cycling, and walking.
- Excellent communication, presentation, and report-writing skills.
- Assertive, confident negotiation skills with stakeholders, developers, and elected representatives.
