PURPOSE OF THE JOB
The STWC is responsible for ensuring that the Temporary Works Management Plan is implemented. The STWC has appropriate authority to perform the role effectively; this will include authority to stop work if it is not being carried out satisfactorily.
ACCOUNTABILITIES / KEY RESPONSIBILITIES
The role and responsibilities of the STWC include but are not limited to the following:
- Being the first point of contact between the designers of Temporary Works and the site team.
- Co-ordination of all Temporary Works activities.
- Appointment of Temporary Works Supervisors.
- Developing the procedures for the control of Temporary Works and ensuring they are implemented on site.
- Ensuring that the various responsibilities have been allocated and accepted by the relevant parties (TWC, TWS, and Construction team, etc.).
- Ensuring that a design brief is prepared (with appropriate consultation), is adequate, and is in accordance with the actual site requirements.
- Ensuring that a satisfactory Temporary Works design is carried out, that appropriate design checks are completed, and that the design has been approved.
- Ensuring the independence of checks by delegating the checking to another individual when required.
- Where appropriate, ensuring that the Temporary Works design is made available to other interested parties (for example, the CDM Co-ordinator).
- Maintaining all records relating to the final design of the Temporary Works including drawings, calculations, and other relevant documents.
- Ensuring that those responsible for constructing the Temporary Works receive full details of the design, including any limitations and guidance notes associated with it and prepare a specific method statement.
- Ensuring the Temporary Works design is implemented in accordance with the drawings and specification (delegated to TWS).
- Reviewing actual conditions against conditions assumed in the Temporary Works design and take appropriate actions where conditions have deviated from those assumed (delegated to TWS).
- Ensuring that any proposed changes in materials or construction are checked against the original design and appropriate action taken.
- Ensuring that a Change Control process is in place, that any agreed changes or remedial action are done properly and controlled & monitored on site.
- Not permitting erection to continue beyond any critical stage until construction is of the required standard.
- Permitting the loading of Temporary Works and ensuring compliance with the loading method statement (delegated to TWS and verified by the TWC).
- Ensuring that maintenance of the Temporary Works is done (delegated to the construction team).
- Following confirmation that the permanent structure has attained adequate strength, issuing formal permission to dismantle the Temporary Works and specifying any sequencing of the operation that is required.
SPECIFIC SAFETY RESPONSIBILITIES
The post holder must comply with sections 7 and 8 of the Health and Safety at Work Act:
- To take reasonable care for the safety of themselves and of any other person who may be affected by what they do or fail to do at work.
- To co-operate with their employers or any other persons in the performance of their statutory duties.
- Not to misuse or interfere with anything provided in the interests of health, safety, or welfare.
The post holder must also comply with the requirements of the contractors' H&S Policy and co-operate with the contractor in its efforts to prevent accidents and ill health.
In particular, the post holder will:
- Read and comply with the location rules.
- Behave in a responsible manner at all times.
- Develop and demonstrate a personal concern for the health and safety of themselves and others.
- Report all accidents, incidents, and near misses to their line manager or health and safety manager as appropriate.
- Report damage to plant and equipment to their immediate supervisor.
- Use only that plant and equipment for which they have received training and authorisation.
- Use and look after the protective equipment provided and report to their supervisor when it becomes worn or defective.
- Ensure that any personal injuries are recorded in the accident book.
- Propose to their immediate supervisor ways of eliminating hazards and improving safety at their workplace.
- Attend health surveillance when instructed.
- Set a personal example of safe behaviour.
Job specific safe responsibilities
- Participate in the preparation and regular review of the Project Health and Safety and Environmental Plans and procedures.
- Ensure that designs are carried out in accordance with CDM Regulations.
- Ensure that for each activity and aspect of the work, there is a specific method statement with an assessment of risk involved, the persons at risk, and preventive/protection measures to be taken and the persons who will manage these risks.
- Ensure that the Temporary Works team members are conversant with policies, plans, and procedures.
- Arrange for all team members to receive adequate training in health, safety, and environmental matters.
- Support all team members in their efforts to improve health, safety, and environmental protection in line with targets.
- Provide leadership by promoting an interest in and enthusiasm for health, safety, and environmental issues.
- Liaise with Health & Safety and Environmental Departments control of pollution (Noise and vibration) consents.
EXPERIENCE, KNOWLEDGE, QUALIFICATIONS & TRAINING
- Educated to HND-HNC level or equivalent in a construction, railway, or related discipline – Required.
- Be a Chartered Civil or Structural Engineer (or similar) – Desirable.
- Demonstrating extensive experience in projects encompassing similar temporary works schemes (type, size, complexity, and environment) – Required.
- Have successfully completed a recognised TWC training course within the last 5 years – Required.
- Strong communication skills in English (oral and written) – Required.
- Confidence in applying authority including authority to stop the work if it is not being carried out satisfactorily – Required.
- Appropriate CSCS card type and level – Required.
- London Underground project previous experience – Desirable.
- Tunnelling project previous experience – Desirable.
